Job description

The European Chamber has an opening for the position of General Manager, Southwest China.

This is an exciting and challenging position with incredible visibility, access, and ability to influence and improve the business environment for European companies in Southwest China and beyond.

The General Manager of Southwest China Chapter manages a team of four people and reports to the Secretary General in respect to Southwest China Chapter issues and European Chamber matters generally as specified below.

Location: Chengdu

Key Responsibilities:

General Management & Leadership

  • To play the leading managing role in the Southwest China Chapter to meet and significantly contribute to the agreed targets of the Chapter.
  • To ensure the financial stability and growth of the Southwest China Chapter and ensure management of all financial aspects within the Southwest China Chapter to meet internal and external audit requirements.
  • To contribute to the development of the Chamber through communication with GMs of other chapters and national leads.
  • To ensure/coordinate monthly and timely reporting and management of projects as required by SG (annual priorities, monthly Executive Committee (Exco) preparation,  annual general meeting, annual budgeting, monthly financial forecasting, high level visits, advocacy and membership activities, cooperation projects, event planning and execution,..).
  • To manage HR related issues, including appointing and dismissing local staff,  assigning duties and supervising staff.
  • To oversee the operations including contributing to the development and compliance of internal policies.
  • To foster an environment of excellence through which passion, trust, and accountability result in the highest quality work of the Chamber to the benefit of its members.
  • To provide support and guidance to Southwest China board as required by the Executive Committee (ExCo) and SG, schedule regular board meetings and identify suitable future candidates in accordance with the SG.

Government Affairs and Working Groups

  • To maintain working knowledge of key business and regulatory issues in China.
  • To develop and maintain close relations with and understanding of the Chinese Government on city and provincial level.
  • Identification and assessment of scope of Working Groups and Forums of the Southwest China Chapter.
  • To oversee the management of the Chamber’s Working Groups and Forums including local Position Paper writing and comments on draft legislation.
  • Appointment of Working Groups and Forum Chairs and Vice Chairs in Southwest China and overseeing of effective working relationships with Working Groups and Forums based in other Chapters.

Membership and other income

  • Responsible for developing membership and partnership in Southwest China Chapter and surrounding cities and for identifying and developing new target markets.
  • Examination of and ruling on membership applications in Southwest China.
  • To supervise issuance of contracts and collection of subscription fees and other income of the Southwest China Chapter.
  • To help secure advertising & sponsorship sources.

Marketing, Media and Communication

  • To plan and organise special events and trade fairs.
  • To promote the Voice of European Business in the local area.
  • To maintain and expand the relations with the local media.
  • To provide input and final approval on content for the Southwest China newsletter.

Skills & experience

  • Experience in a senior management position
  • Deep understanding on China’s business and regulatory environment
  • Outstanding interpersonal and organization skills
  • Excellent writing and presentational skills
  • Experience in working with the Chinese and European Governments
  • Good understanding of Chinese and European institutions
  • Good understanding and appreciation of the nature of non-profit, membership based organisations
  • University degree in economics, law, business, or politics or related work experience (Masters Degree preferred)
  • Knowledge of profit and loss, balance sheet and cash flow management, and general finance and budgeting
  • Ability to build consensus and relationships among internal and external stakeholders
  • Understanding of human resources and personnel management
  • Proven negotiation skills
  • Ability to understand new issues quickly and make wise decisions
  • Ability to inspire confidence and create trust
  • Ability to work under pressure, plan personal workload effectively, and delegate
