





Maternity cover, Program Manager, CRVS & DI China (Internal recruitment)
Duties and Responsibilities
1. Program Management:
· Coordinate with Technical Advisor (TA) and stakeholders on drafting and managing the procedures of signing the subgrant agreements between Vital Strategies and CDCs;
· Ensure that there are sufficient funds for our partners to conduct the work, including preparing and submitting separate CRVS and Data Impact funds transfer requests ;
· Review separate CRVS and Data Impact financial reports from CDCs, including the reconciliation, coding, and reporting of program commitments and expenses. Work with Grants Manager on the reconciliation of expenses;
· Provide project management support to Technical Advisor as needed.
2. Program Operations:
· Support TA, following internal policies in development, managing procedures of signing of consultant agreements, and complete the disbursement to the consultant and the closure process of the consultant agreement;
· Provide implementation support to the TA, including but not limited to, scheduling monthly meetings with CDCs, compile and share reports on internal and external meeting proceedings as directed;
· Coordinate for external service (e.g. translation) reservation, delivery and processing expense reimbursements;
· Provide other program operation support to the TA as needed.
Qualifications

- Professional proficiency in written Chinese and English;

Professional certification
● Knowledge of Project Management tools and methods is a plus.
Experience
Experience required:
- Minimum six years (6) work experience with four (4) years of demonstrable experience in public health, public policy, public administration, programme management;
- Experience developing and managing budgets;
- Experience in program management including monthly reporting of activities, financial update, and issue spotting.
Experience preferred:
● Prior experience working in Vital Strategies or other NGO, non-profit or government sector;
● Work experience on international projects/programs in China.
Working Conditions and Physical Requirements:
- Successful candidates must possess required work authorizations for China employment by the start of role;
- Willingness and ability to work across different time zones.
