TITLE: Supply Chain Manager

Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).
ROLE PURPOSE:
To lead and provide efficient and effective supply chain service to whole Country Office, to ensure office smooth operation and achieve programme goals.
SCOPE OF ROLE:
Reports to: Deputy Programme Operations Director

KEY AREAS OF ACCOUNTABILITY :
- Develop/update China Country Office supply chain working strategy, objectives, annual planning and relevant policies/procedures based on country CSP, Global and regional supply chain management requirements.
- Ensure that SCI policies and procedures are followed accordingly and can provide good value for money by respecting the lead time, the procurement plan and sourcing. These must be fair, proportionate, and transparent and in compliance with donor rules and Applicable laws.
- Making sure a strong logistic capacity (supply planning and sourcing) Market survey/Supply, vendor’s repertory, Warehouse, stock Management: store and deliver, fleet management, asset management if applicable, staffing for an efficient efficacy use of the resources.
- Reporting key supply chain analysis and reports to line manager, SMT and RO
- Supports the development, implementation and compliance with the country office logistics/procurement manual, and liaises with the regional business partner as needed for technical support and assistance.
- Responsible for gather feedback during the procurement process, optimize procurement systems, procedures, and methods, and ensure the effective implementation.Responsible for managing and coordinating the daily operations of the supply chain team, define roles and responsibilities, and improve the efficiency and consistency of supply chain management processes.
- Review the annual procurement plans submitted by each programme and department and providing necessary support to focal procurement point in each programme.
- Participate in negotiations and contract signing for complex sourcing procedures in line with procurement management procedures, and monitor contract execution and compliance.
- Track the progress of national procurement efforts, coordinate the allocation of procurement resources, and ensure efficient organization of procurement activities.
- Organize regular team meetings to gather information, seek feedback, and address issues.
- Assist with and participate in pre-job and on-the-job training for team members, helping them access professional development opportunities.
- Perform such other tasks and responsibilities assigned by line manager.

QUALIFICATIONS
- Bachelor degree or above.
EXPERIENCE AND SKILLS
Essential
• Minimum 7 years’ working experience in procurement with minimum 2 years included at Manager level
• Well-organised: ability to handle multiple tasks and work under pressure
• Able to communicate with positive impact; good interpersonal skills, negotiate and communicate clearly in English (written and verbal)
• Familiar with basic MS Office software
Desirable
• Past experience in leading a procurement function with a focus on procurement planning, sourcing and supply chain transformation would be a plus
• Able to construct and use analytics and analysis to drive decisions and planning
