Overview
The main responsibility of the Government Affairs Desk Coordinator relates to the coordination/management of the Working Groups (WG) and related advocacy activities. Working Groups are composed of individuals from the corporate sector representing different industries/sector and that share common interests in the policy/business environment.
Tasks
- Draft the annual Position Paper:
· Each Coordinator is responsible for drafting in coordination with the Chairperson/Vice Chairperson/WG members, the content of those Position Papers related to the WGs under their responsibility within the agreed deadline. They are also responsible for proof-reading and ensuring translation by WG members where possible prior to overall review and production.
- Organise WG meetings (in coordination with HQ and other Chapters where relevant):
· Organize date, venue, agenda, documents, and invitation and participation lists
· Take meeting minutes and ensure smooth coordination with Chair, members, speakers and other invitees (i.e. government officials)
- Coordinate Communication with Key Interlocutors:
· Draft a yearly advocacy action plan (in coordination with the national and local Government Relations Manager(s) - GRM), identifying the authorities to present the Position Paper to in China and Brussels
· Develop and maintain close relations with EU local Delegation in China, European Commission
· Work with the GR Manager to establish contact with relevant ministries and local authorities (and organisational charts), working with GR departments of WG members
· Liaise with the WG members and other stakeholders to identify the issues and develop a strategy together with the WG Chair and other WG members
· Develop relations and business contacts with Chinese and European Business associations and with other relevant stakeholders such as the EU delegation
· Identify topics for future events, seminars, WG meetings and organise them according to the needs of the WG; find speakers and coordinate between the WG, the speakers and the Events Manager
· Organise briefings (i.e. for the European Commission), coordinate the organisation of the meetings with the Chinese authorities
· Develop and coordinate WG projects with relevant EU-China cooperation projects
· Report timely on advocacy activities
- Prepare written Briefing Notes:
· Advance briefings for high-level meetings
· Comments for media and briefing notes ahead of engagements
· Track the development of the regulations, identify possible call for comments on policy and coordinate the preparation and submission of comments
- Policy Research:
· Develop a comprehensive understanding of WTO commitments and framework; develop a comprehensive understanding of the relevant EU and Chinese regulations as well as the relevant stakeholders (authorities, other stakeholders)
· Complete specific research on related issues/regulations
· Draft WG/sector presentation material (including background info, industrial analysis, key recommendations etc) for seminars/speeches/Brussels Circuit
· Track the development of the different relevant regulations, identify call for comments, new regulations etc. and coordinate with the WG members to assess the impact on the industry
- Other tasks include:
· Update WG distribution lists, update Chairpersons and Vice-Chairpersons distribution lists and periodically revise potential member lists & pass all contacts to the membership department to add to the central database
· Seek new members for WG and the European Chamber, strictly monitoring the membership of the attendees to WG meetings
· Draft articles for EuroBiz and other media on topics related to WG in coordination with Marketing &Communications Department & indicate the needs of news/picture coverage of relevant WG activities and meetings
· Draft dedicated project proposals, if required
· Provide input to media relations when required
· Update WG section of website (e.g. ensure all government meetings are linked to each WG, minutes are included as well as pieces of legislation, relevant news, letters to the government, events)
· Compile WG annual reports
· Identify topics for events in coordination with Marketing & Events team
Skills & experience
- Outstanding English writing skills
- 2-5 years Government Affairs relations experience
- Strong knowledge about Chinese authorities and practices
- Good understanding and interest in Chinese commercial and political environment
- Excellent project management skills
- Outstanding verbal and written communicator
- Strong planning and analytical organisation skills
- Responsible, professional, open-minded, and strategic thinker
- Near native fluency in English required (Equivalent to IELTS 7.5 or TOEFL 102 above), Chinese Language abilities preferred, knowledge of more than one European Language is an asset
- Professional appearance and demeanor
- University degree in related field (economics, political science, communications, law …)
