联合国教科文组织高等教育创新中心(中国深圳)(International Centre for Higher Education Innovation under the auspices of UNESCO,UNESCO-ICHEI)是联合国教科文组织在中国深圳设立的二类教育机构,依托南方科技大学建设,是深圳市的二类公益事业单位。中心紧密围绕联合国可持续发展目标4,依托深圳市信息通信技术产业优势,着眼于海上丝绸之路沿线发展中国家对数字化转型的需求,通过与各国旗舰大学合作,提升高等教育工作者数字化与人工智能素养,促进亚非拉高等院校的数字化转型,以此扩大终身学习和优质、公平教育的机会。

国际伙伴项目部(Global Partnership and Programme Office, GPPO)是负责落实中心在亚洲、非洲、阿拉伯地区、拉丁美洲等全球范围内高等教育国际合作战略的职能部门,主要职责包括:建立与维护国际高等教育机构和国际组织伙伴关系,项目策划、实施、监测和评估,区域和国别研究,项目专题研究,活动组织等。

根据工作需要,中心现公开招聘国际伙伴项目部西班牙语(高级)项目官员。具体如下:

一、招聘详情

级别薪资:联合国教科文组织高等教育创新中心(中国深圳)A或P1人员同等薪资,根据工作经验以及资历而定

二、岗位职责

国际伙伴项目部西班牙语(高级)项目官员应履行以下职责:

(1)负责协调和拓展中心在拉丁美洲及其他地区项目国的大学、政府部门、教科文组织及其他相关国际组织的合作;

(2)负责规划、执行、监测和评估中心在指定地区的高等教育合作项目;

(3)负责设计、实施指定地区的项目活动,如国际会议、教师能力培训项目等;

(4)负责指定地区的国别和区域调研,参与研究报告、项目文件、政策简报的撰写;

(5)参与中心跨部门工作,包括国际网络教育学院(IIOE)、IIOE高等教育工作者数字能力微证书项目、产学合作、智慧教室等项目;

(6)中心领导和部门负责人要求的其他工作任务。

三、资历/要求

教育经历

(1)具有硕士学位及两年以上相关工作经验。特别优秀者条件可放宽;

(2)高等教育、教育技术、信息技术、人工智能、国际关系、国际发展等相关专业优先。

工作经验

(1)具有联合国机构、国际组织、国际智库或研究机构工作经验者优先考虑;

(2)具有独立负责或深度参与多边国际合作项目的工作经验者优先考虑;

(3)在拉丁美洲、亚洲、非洲及阿拉伯地区有相关工作经验者优先考虑。

语言能力

(1)具备优秀的中、英、西三语听说读写能力和跨文化沟通技巧;

(2)具备其他联合国官方语言能力者(法语、俄语、阿语)优先考虑。

工作技能

(1)具备优秀的中、英、西三语写作能力,熟悉政府部门和国际组织的公文规范者优先考虑;

(2)具有独立负责项目管理经验并取得实践成果者优先考虑;

(3)具有教育技术、教育政策、政策分析相关技能和经验者优先考虑;

(4)具有较高的ICT素养,能够熟练应用各类办公软件和AI工具提升工作效率和质量;

(5)具有优秀的创新思维、分析思维和解决问题的能力;

(6)具有强烈的责任心和团队协作、组织协调及行政能力。

Job Opportunity - (Senior) Programme Officer, GPPO

The International Centre for Higher Education Innovation under the auspices of UNESCO (UNESCO-ICHEI) is a UNESCO category 2 centre jointly established by UNESCO and Shenzhen Municipal Government of the People’s Republic of China. Located on the campus of Southern University of Science and Technology, UNESCO-ICHEI is an independent category 2 public institution in Shenzhen. Centering on UN Sustainable Development Goal 4 (SDG4), UNESCO-ICHEI leverages the advantages of Shenzhen's information and communication technology (ICT) sector and addresses the digital transformation needs of developing countries along the Maritime Silk Road. Through partnerships with flagship universities worldwide, UNESCO-ICHEI aims to enhance the digital and AI literacy of higher education professionals, promote digital transformation in higher education institutions across Asia, Africa, and Latin America,  thereby expand opportunities for lifelong learning and quality, equitable education.


The Global Partnership and Programme Office (GPPO) is the functional unit responsible for implementing UNESCO-ICHEI's international cooperation strategy in higher education across Asia, Africa, the Arab region, Latin America and beyond. Its main responsibilities include: building and maintaining partnerships with international higher education institutions and international organisations; project planning, implementation, monitoring and evaluation; regional and country-specific studies; thematic project research; and event organisation, etc.

Based on the needs and requirements of related work and projects, UNESCO-ICHEI is calling for applications for the position of (Senior) Programme Officer, as detailed below:


Post Information

Job Title: (Senior) Programme Officer, Global Partnership and Programme Office

Number of Vacancies: 1

Level/Salary: Equivalent  to  A or P1 level  based on UNESCO-ICHEI salary scale, subject to experience and qualifications

Type of Contract: Service Contract

Duty Station: Shenzhen, China

Responsibilities

The (Senior) Programme Officer should fulfill the following duties:
(1) be responsible for coordinating and expanding institutional cooperation with universities, government departments, UNESCO, and other international organisations, etc. in the programme countries of UNESCO-ICHEI in Latin America and other designated region(s);
(2) be capable of planning, implementing, monitoring and evaluating  UNESCO-ICHEI's higher education cooperation projects in the designated region(s);
(3) be competent in designing and implementing project activities, such as international conferences and teacher capacity building programmes, in the designated region(s);

(4) be able to conduct country-specific and regional studies in the designated region(s) and draft research reports, project documents, and policy briefs;
(5) participating in UNESCO-ICHEI’s intersectoral work, including projects such as the International Institute of Online Education (IIOE), IIOE Micro-Certification for Higher Education Teaching Personnel, Industry-Academia Cooperation, and Smart Classroom;
(6) complete other tasks assigned by the leadership of UNESCO-ICHEI and Chief of GPPO.


Qualifications/Requirements

Education

(1) A master's degree with at least two years of related experience. Exceptions may be made for outstanding candidates.

(2) Degrees in higher education, educational technology, information technology, artificial intelligence, international relations, international development, or related fields are preferred.

Experience

(1) Candidates with working experience in UN organisations, international organisations, international think tanks or research institutions are highly desirable;
(2) Candidates with experience in independent implementation or immersed participation in multilateral cooperation programmes are highly desirable;
(3) Relevant work experience in Latin America, Asia, Africa, the Arab region, etc. will be preferred.

Language

(1) Excellent listening, speaking, reading, and writing skills in English, Chinese and Spanish, and cross-cultural communication skills;
(2) Competence in other official languages of the United Nations (French, Russian, Arabic) is preferred.


Skills

(1) Excellent writing skills in English, Chinese, and Spanish, and familiarity with the norms of official documents of government departments and international organisations;
(2) Experience in independent project management with practical results;
(3) Skills and experience in educational technology, education policy, or policy analysis;
(4) High ICT literacy and proficiency in office software and AI tools to improve work efficiency and quality;
(5) Innovative thinking, analytical thinking and problem-solving skills;
(6) Strong sense of responsibility, teamwork skills, organisational coordination, and administrative skills.
