





About the Role
Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. We have been building powerful partnerships for children for over 80 years, and are now active in more than 80 countries and regions.
Plan International started its operation in China in 1995. Plan International implements its programs in 9 provinces, cities, and autonomous regions, including Beijing, Shaanxi, Ningxia, Yunnan, Anhui, Qinghai, Hunan, Beijing, and Jiangxi. In its program areas Plan International mainly works in the field of child protection, education, early childhood development, youth employment solutions, and disaster risk management, etc.
The purpose of this role is to provide leadership and strategic direction for the HR (PEOPLE & CULTURE) and Admin function’s development, planning and implementation. The post holder will also be required to identify and effectively manage HR (PEOPLE & CULTURE) and Admin as well as IT, supply chain, security risks within the Country Office, ensuring full compliance with local laws and Plan International’s policies and procedures, both locally and globally. This post shall provide broad oversight and expertise in the development of organization initiatives to assure successful achievement of goals and objectives.
Accountabilities:
- Human Resources Management - PIC is supported by an effective human resources strategy and practical services.
- Organization Development - An excellent team is planned, skilled and resourced to optimize Plan’s program impact, reach and quality.
- Rights and Responsibilities - Staff are aware of their contractual rights and responsibilities in delivering their work for Plan in line with the Code of Conduct, Child Protection, Gender and other policies.
- Staff Development and Capacity Building - PIC staff are equipped with the skills and knowledge and demonstrate the right behaviors to deliver effective programs now and in the future.
- Administration – Responsible for the overall administrative functions to ensure efficient and consistent operations as the organization grows.
- Risk Management - HR (PEOPLE & CULTURE) and Admin risks presented by the local context are effectively mitigated.
- Security - responsible for the overall administration, planning, coordination and execution of all security functions.
- IT or Information Technology - Responsible for the overall administration, planning, coordination and execution of all IT functions.
- Legal Management - Handle any legal challenges that arise related to compliance to laws in China, by working with technical support of the lawyers hired externally;
- Others - Performs other duties as assigned by the line manager or the organization.
- Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevant to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Key Relationships:
Internal
- A member of the Country Management Team: collaborating with other functions – program development and quality, program implementation and sponsorship, and finance, to ensure that HR (PEOPLE & CULTURE) and Admin processes are integrated and aligned.
- Regional Hub: People and Culture Partner / team will provide technical support as required; Supply Chain Manager / team will provide technical support as required.
- Global Hub: GH People and Culture team for technical support on global projects, global policy, international recruitment etc.

Technical Expertise, Skills and Knowledge:
- Excellent knowledge of local labor law and its practical application in the workplace.
- Excellent technical knowledge of good people management and development practices.
- Knowledge of how to develop and implement an effective and aligned HR (PEOPLE & CULTURE) strategy.
- Knowledge of organizational development to support a changing program.
- Knowledge and understanding of HR (PEOPLE & CULTURE) issues related to Gender and Child Protection.
- Proven skills in leading and managing a HR (PEOPLE & CULTURE) function at a senior level, including the full range of human resource management activities.
- Excellent knowledge of job evaluation and grading systems and the design of competitive salary and benefits packages based on salary surveys.
- Ability to remain objective and make tough decisions.
- Training development and facilitation, including team building.
- Strong communication skills, both verbally and in writing.
- Fluency in local language and English, both verbally and in writing.
- Ability to handle sensitive people issues with tact and diplomacy.
- Willing to take calculated risks in the best interests of the organisation.
- Builds teams and works effectively and connects with others.
- Acknowledges and recognises good performance and deals effectively with underperformance.
Physical Environment and Demands:
Typically, office environment with 20% extensive travel in program areas and abroad
Location: Xi’an City of Shaanxi Province
Type of Role: 3-year fixed term contract
