





Position Title: Program Officer (Wildlife Trade)

Purpose
Oversees the effective development and implementation of IFAW’s
campaigns/projects in
Accountabilities/Responsibilities

Contribute to the development, implementation and evaluation of long and
short term campaigns in
· Oversee specific campaign/project planning and coordination, advising on funding of related grant proposals, budgeting, team development and liaison internally and externally.
· Work with Programs and Communications Managers to develop campaign plans and key messages to raise awareness of IFAW’s conservation and animal welfare campaigns and agenda
·
Work in a participatory manner to motivate and fully utilize IFAW staff,
consultants and other resources in the development and implementation of IFAW’s
work on program initiatives in
· Work closely with program manager to manage IFAW's government relations and liaison with various governmental stakeholders to ensure smooth implementation of IFAW’s work in China:
o Maintain a strong knowledge and database via consistent online and offline market investigation and analysis about the illegal wildlife trade dynamics in China and stay sensitive about the challenges, needs and opportunities with relevant stakeholders in China, especially with enforcement agencies.
o Cooperate with policy makers and law enforcement agencies to carry out enforcement capacity-building trainings, develop courses and toolkits that help improve enforcement efficiency, and promote exchanges and cooperation between Chinese law enforcement agencies and their counterparts in Southeast Asia, Africa and other regions.
o Establish and maintain a strong and mutual-trust partnership with Chinese law enforcement agencies and ensure IFAW provided intelligence, capacity supports are resulted in meaningful and deterrent enforcement campaigns and actions.
· Motivate and lead a multidisciplinary team of consultants assuring that the team, as a whole is staffed with the necessary talent, skills and expertise to effectively and responsibly achieve program objectives in the short and longer term.

Develop protocols for campaign initiatives particular to
· Analyse China domestic and international conservation laws, regulations and policies and be able to strategically adapt political and socio-economic factors into program development and adjustment. Formulate wildlife crime research plans, including research and monitoring of illegal trade in the physical market and online. Follow up with illegal trade cases in China and abroad, and study and analyse the landscape of wildlife crime.
· Research, collect, compile policy/enforcement information and data in correlation with wildlife conservation, provide timely cause-effect and trend analysis to all stakeholders in China to ensure maximum support for advancing no-trade policy of wildlife among stakeholders in China.
· Draft proposals and articles contributing to conservation policy advocacy.
· Establish cooperation with Chinese industries that are key to regulate, and prevent wildlife cybercrime, including but not limited to online auction and retails sites, social media, search engines, online financing, transportation, logistics and tourism companies, to promote 0-tolerence policy for illegal wildlife trade/consumption and reduce supply of infringing products on their platforms.
· Disseminate information on progress of specific initiatives to other IFAW worldwide staff/departments, including program, communication, supporter relations and development and fundraising.
· Liaise with Communications to develop public campaigns and supporting materials, including reports, media briefings, popular articles, website materials and education materials
· Liaise with the public both verbally and in writing, answering questions posed by them relating to campaigns/projects, the organisation, IFAW’s position on issues and general animal welfare and conservation issues
· Maintain reliable communications with those undertaking IFAW-sponsored projects and ensure the timely and effective evaluation of these projects
· In collaboration with communications staff, monitor the media for articles/comments/coverage of IFAW-related issues and where necessary, draft responses. Circulate relevant information to those within IFAW who might find the information beneficial.
· Setting, monitoring and managing relevant budgets.
Requirements
· Empathy with the cause of animal welfare and commitment to promoting IFAW’s mission
· Formal degree in biological sciences, environmental policy, law and enforcement preferred
· A minimum of three years relevant experience in managing, implementing and evaluating campaigns
· Experience with government relations preferred
·
Knowledge and understanding of
· Ability to interact harmoniously and communicate effectively with people, both internally and externally
· Ability and initiative to both work independently and to manage and coordinate a team working together efficiently, even in difficult and uncomfortable conditions
· Excellent organizational and written communication skills
· Ability to articulate campaign messages into reports, papers and articles and to present work to a wider audience
· Fluency in both written and spoken Chinese and English
· Tact, astute, diplomatic and a friendly and professional approach are essential
· Ability to manage conflicting priorities and possibly a large workload
· Able to travel at short notice and work beyond regular hours a must
