Tender Notice for the Recruitment of a Labor Management Agency by Vital Strategies

一、项目背景

近年来，卫健策略在从事公共卫生工作中，需要招聘专业技术领域的顾问或项目管理领域的人员支持项目工作。为了提高劳务人员管理效率，现公开招募劳务管理代理机构。

I. Project Background

In recent years, Vital Strategies has been engaged in public health work and has required the recruitment of consultants in specialized technical fields or personnel in program management fields to support the works. In order to improve the efficiency of labor personnel management, a public tender is now being launched to recruit a labor management agency.

二、招标目的

卫健策略计划通过本次招标，与具备良好管理能力和丰富实践经验的劳务管理代理机构（以下简称“投标人”）合作。预计的工作范围包括但不限于以下内容：

-   提供政策咨询：向卫健策略提供国家劳务管理工作方面的法律、法规和政策规定的咨询服务。

-   协助劳务规划：协助卫健策略进行劳务管理规划设计，建立新型劳务管理制度，帮助解决劳务管理工作中的问题。

-   劳务管理工作：协助卫健策略进行人员招聘，签订派遣合同，劳务费发放，沟通协调等工作。

II. Purpose of the Tender

Vital Strategies plans to collaborate with a labor management agency that possesses excellent management capabilities and extensive practical experience through this tender. The anticipated scope of work includes, but is not limited to, the following:

- Policy Consultation: Providing consulting services on national laws, regulations, and policy provisions related to labor management work to Vital Strategies.

-  Labor Planning Assistance: Assisting Vital Strategies in planning and designing labor management systems, establishing new labor management systems, and addressing issues in labor management work.

-  Labor Management Work: Assisting Vital Strategies in personnel recruitment, signing dispatch contracts, distributing labor fees, and communication coordination.

三、投标人资格要求

1.      投标人必须在中国境内注册，持有合法有效的营业执照，其经营范围应涵盖劳务管理或相关服务领域。此外，投标人需通过背景调查，以核实其资质和商业诚信。

2.      投标人在劳务管理方面（包括但不限于管理协调、进度跟踪、质量控制、沟通协调等），需具备相关领域的专业知识和经验，能够为卫健策略提供专业的建议和指导；

3.      投标人具备必要的工作基础和资源支持，包括技术平台以及高素质工作团队等，能够高效完成工作任务；

4.      投标人应协助卫健策略核对及发放劳务费用，并提供劳务费发放的详细依据；

5.      投标人应遵守与网络安全和个人信息保护有关的中国法律规定, 并认同卫健策略的愿景和目标。优先考虑同意卫健策略的“合作方个人信息保护政策”和“与烟草业的隶属关系政策”等的机构，具体条款详见附件。

6.      优先考虑有国际组织合作经验的团队。

7.      优先考虑在北京、上海、济南、西宁均设有分支机构或关联机构的投标人。

III. Qualification Requirements for Bidders

1.      Bidders must be registered within China, possess a valid business license, and have a business scope that covers labor management or related service fields. In addition, the bidder must pass a background check to verify its qualifications and business integrity.

2.      Bidders must have professional knowledge and experience in labor management (including, but not limited to, management coordination, progress tracking, quality control, and communication coordination), and be able to provide professional advice and guidance to Vital Strategies.

3.      Bidders must have the necessary working foundation and resource support, including technical platforms and high-quality working teams, to efficiently complete tasks.

4.      Bidders should assist Vital Strategies in verifying and distributing labor fees, and provide detailed evidence for the distribution of labor fees.

5.      Bidders must comply with Chinese laws related to cyber security and personal information protection, endorse the vision and objectives of Vital Strategies. Priority will be given to institutions that agree to Vital Strategies' "Personal Information Protection Policy for Contract Partners" and "Tobacco Affiliation Policy", the specific terms of which are detailed in the annex.

6.      Priority will be given to teams with experience in cooperation with international organizations.

7.      Priority will be given to bidders who have branches or related institutions in Beijing, Shanghai, Jinan, and Xining.

四、提交材料

1.      营业执照、许可证（加盖公章）

2.      团队相关工作经历介绍，与国际组织合作经历等材料；

3.      各项服务的收费明细及收费标准

4.      劳动合同模板（中英文）

5.      一封意向书，介绍您的团队在该工作领域的资质和兴趣；

6.      所有文件的字体请统一为：中文黑体，英文Arial，小四，行间距1.15倍，段后间距为6磅。

VI. Submission of Documents

1.  Business License, Permit (with official seal)

2.  Introduction of the team's relevant work experience, including experience in cooperation with international organizations, etc.

3.  Detailed fee schedule and charging standards for each service

4.  Labor contract template (in both Chinese and English)

5.  A letter of intent, introducing the qualifications and interests of your team in this field

6.  All documents should be in the font: Chinese SimHei, English Arial, size 12, line spacing 1.15, and paragraph spacing after 6 pt.

五、投标截止时间

-  投标邮件答疑时间为2025年6月16日-2025年6月18日。

-  截止时间：所有材料请于2025年6月25日前提交。

六、资格审核及下一步

-  资格审查时间截止于2025年6月30日，在此期间，可能会要求投标人向卫健策略提交更加完整的文件说明和工作计划。

-  评标结果将于2025年7月21日前通知。

VI. Qualification Review and Next Steps

-  Qualification Review Deadline: June 30, 2025, during this period, bidders may be required to submit more complete document explanations and work plans to Vital Strategies.  

-  Tender Result Notification: Before July 21, 2025
