Médecins Sans Frontières (MSF, or Doctors without borders in English) is an international medical humanitarian organisation that delivers emergency aid to people based on need. We are independent, neutral and impartial.

Every year, MSF deploys over 3,000 international mobile staff to join more than 40,000 locally hired staff around the world. Human Resources and Finance Manager 前线人力资源及财务经理

Roles of HR and Finance Manager 主要职责

As the HR and Finance Manager, your main purpose is to plan, organise and implement, within the project, HR, administrative and financial policies and activities in accordance with legal requirements and MSF protocols, standards and procedures in order to provide the organisation with quality, reliable and transparent information on the use and allocation of resources to achieve the project's objectives.
在人力资源方面,将负责项目人力资源的统筹规划。从招聘到合同期满,全程跟进员工相关工作。同时需要监督内部规章制度和所在国家现行社会法规的遵守情况,并在该国人力资源协调员的支持下开展工作;
For the HR part, you are responsible for the good planning of the project’s human resources. You are responsible for the follow-up of staff, from recruitment to end of contract. You oversee compliance with internal regulations and social legislation in effect in the country. You work with the support of the Human Resources Coordinator in charge of HR in the country.
在财务方面,负责项目的财务管理,包括预算及预测的制定和监测、会计监督、财务现金管理、内部监控体系的有效性以及捐助者提供的资金预算的管理,并在所在国家财务协调员的支持下开展工作;
For the Finance part, you are in charge of the financial management of the project, which includes the setting up and monitoring of the budget and forecasts, supervision of the accounting, cash management of the treasury, effectiveness of the internal control system as well as management of budgets from donors. You will work with the support of the Financial Coordinator in charge of Finance in the country.
管理下属团队,并负责相关人员的组织和培训。
With staff under your supervision, you are also responsible for the organisation and training of staff involved in these various tasks.
Requirements 基本要求
- 持金融、人力资源、经济、管理或人文科学学位,或有人力资源和/或金融方面的相关经验
-Degree in Finance, Human Resources, Economics, Management or Human Sciences or relevant experience in Human Resources and/or Finance
2. 在人力资源和/或财务方面有至少2年的专业经验,并对这两个领域都感兴趣
-Minimum 2 years of professional experience in HR and/or Finance and an interest in both areas
3. 愿意承担人力资源和财务方面的工作职责
-Willingness to take on responsibilities in HR and Finance
4. 英语流利,会法语是加分项
Be fluent in English (French is a plus)
5. 有在非政府组织和/或发展中国家工作的经验者优先考虑
-Experience working in an NGO and/or in a developing country is an asset
6. 可以在任何地方工作,包括政局动荡的环境和冲突地区
-Be available to work anywhere, including politically unstable contexts and conflict zones
7. 每项任务为期6-12个月
-Availability 6 - 12 months for each assignment.

- Monthly indemnity 每月补助金 (基本金额为每月1,328欧左右)
- Field per diem allowance in local currency 每月生活津贴

- Transport to and from mission country 往返任务的交通费
- Accommodation during mission 任务期间的住宿
*在学习和发展方面拥有更多经验的申请人可被考虑人事发展经理岗位
Applicants with more experience in Learning and Development will be considered as Personnel Development Manager
*优先考虑具备多语种(英语和法语)能力的申请者
Priority will be given to multi-lingual (English AND French) applicants
