Job Title: Program Director, Transportation

Location: Beijing, CN

Supervised by: Executive Director, Sectoral Development

SUMMARY:

The Program Director (PD) is responsible for leading a program team to develop strategies and manage a grant portfolio to achieve the program’s goals and strategy. This person will manage program strategy, budget, and grants, represent the program internally and externally, interface with individual grantees, and supervise program staffs. The PD will work with a program team that may include Program Officers and Program Associates; and collaborates with other program directors and teams to accomplish the organization-wide strategies, schemes, and plans. PD’s responsibilities are categorized as Strategy Cycle, Fundraising, Grants and Projects Management, Collaborations, Partnership, and General Management.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Strategy Cycle

  • Develop program strategies that are in alignment with EF China’s vision and organization-wide strategies, drawing on expertise within the organization and the greater network of grantees, funders, and advisors; review and refresh program strategies on a regular basis according to the field trend; provide guidance to program strategies implementation in response to the field dynamics;
  • Propose program budget by initiatives with clear prioritization in line with organization-wide and program strategies and plans;
  • Continuously seek opportunities to expand knowledge and experience in building domain expertise to ensure thought leadership in the field.

Fundraising

  • Manage all fundraising-related activities for the program, in line with the organization’s strategies, under the guidance of supervisor (s);
  • Collaborate with new and existing funding partners to build a coordinated approach to the work to meet organization and program goals and strategies;
  • Cultivate new funders and resources by proactively communicating strategies and negotiating agreements in mutually beneficial ways;
  • Actively engage existing partners in the cultivation and engagement of potential partners to build resources for EF China and the field;
  • Develop, review, and coordinate the submission of proposals and reports in coordination with the entire organization;
  • Report and update funders on the progress of related grants and projects and actively seek feedback and engagement, proactively communicate changes in strategic direction or changes in agreed-upon goals and objectives;
  • Engage funders and potential funders with materials to support engagement such as newsletters, policy analysis, partner updates, and invitations to conferences/workshops and study tours.

Grants and Projects Management

  • Manage program budget, and develop an attainable spending plan that supports the implementation of organization-wide and program strategies;
  • Identify and select grantees/partners, design project plans with grantees/partners to ensure project goals and deliverables are in line with organization and program goals and strategies;
  • Oversee grant making process, review grant applications, and approve grants in EF China’s grants management system in a timely manner;
  • Monitor project progress with support from Program Officers/Program Associates, provide ongoing support to grantees to ensure desirable deliverables and outcomes;
  • Conduct grant-level evaluations annually and make adjustments accordingly to improve project effectiveness and efficiency;
  • Support grant auditing and assure full compliance with EF China policies and regulations in China and the US.

Collaborations

  • Proactively identify opportunities for cross-sector program collaboration, and work closely with related programs to deliver the impact;
  • Advance organization-wide Task Forces and collaborative program strategies under the leadership of the President and the Management Team; contribute to collaborative projects/activities either as leading program team or as the participant team;
  • Work closely with Communications team to effectively communicate program-related messages to various stakeholders;
  • Share knowledge, expertise, critical information, and networks with other colleagues.

Partnership

  • Identify and cultivate valuable partners to maximize synergy, including grantees, policy makers, opinion leaders, funding partners, commercial partners, and other experts or leaders in the field;
  • Build and maintain trust and relationships with partners for better collaboration;
  • Share knowledge, expertise, critical information, and networks with partners to increase support and demonstrate shared purpose, leveraging all kinds of channels, including newsletters, meetings and conferences, and informal communications;
  • Provide thought leadership and/or support to partners in the field with the shared purpose of growing the field.    

General Management

  • Design program team structure, work allocation, and working flow to fulfill the organization and program goals;
  • Provide managerial supervision and demonstrate leadership in talent selection, on-the-job coaching, training, professional development, and performance management to team members;
  • Foster team spirit and a learning atmosphere within the team;
  • Budget and manage G&A expenses for the program;  
  • Prepare reporting materials, such as the program updates, reports, and work plan to the board and regulators;
  • Undertake additional tasks and responsibilities as assigned by the President;
  • Back up other colleagues as needed.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES

  • Education: Master’s degree or equivalent, preferably in a related field: environment, transportation, energy and climate, or other related majors.
  • Working Experience: Over 12 years of related working experiences preferred; strong interest and knowledge in transportation and environment.  
  • Language Level: native-level Chinese skills required; excellent command of spoken and written English, communicates in English effectively in public, with a deep understanding of Western cultures.
  • Communication and Coordination Skills: communicate logically and articulate key messages/points with a clear structure, listen actively, sense and take care of the audience’s emotions and unspoken views, find interactions for all parties to achieve win-win and present the audience’s benefits clearly, synthesize different views to develop integrated messages.
  • Problem Solving: is able to define and prioritize key issues, make analysis with logical reasoning, utilize and synergize various resources to summarize and find solutions, and determine the best solution in a holistic approach.
  • Strategic Thinking: the ability to understand the field landscape and is able to anticipate future scenarios with big-picture thinking, be able to prioritize, and make trade-offs based on possible resources.
  • Team Leadership: is able to set up a team and assign work effectively, motivate team members and treat team members with fairness, provide timely constructive criticism to team members, and support them for long-term career development.
  • Networking: the ability to develop new alliances and formal networks, mobilize external resources, and foster relationships with key stakeholders to achieve long-term mutual interest.
