Terms of Reference


1. About Handicap International (HI)

Handicap International (also known as Humanity & Inclusion globally) , is an international non-government organization working to support the empowerment and inclusion of persons with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty and exclusion, conflict, and disaster. We work alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.


2. About the Project (background and context)

In 2019, HI launched the project entitled “Promoting Inclusion by strengthening CSO contribution to CRPD and SDG implementation and monitoring in China” (the Project thereafter). With fun­­­ding from the European Union for the period 01 November 2019 – 31 October 2022, the project is being implemented in partnership with two national civil society organizations: Beijing Ronghelianhui Support Centre for People with Intellectual Disabilities (hereafter referred as NAPO) and Beijing Peer Social Work Development Center (hereafter referred as PEER).

PEER and NAPO have defined a strategy of establishing “regional hub” organizations to act as mentors to newly emerging CSOs within their respective regions. The project is designed to support this strategy by providing capacity building to 2 regional hubs under each national level partner, which in turn support the capacity of 40 local CSOs in 14 provinces in the country.


3. Objective of the Consultancy

For strengthening capacity building of regional hubs and local CSOs, the project has drafted a training manual containing 8 modules including Governance of Social Organization, Social Organization Leadership, Strategic Planning for Social Organization, Project Management, Finance Management, Human Resource Management, Effective Awareness- Raising and Effective Advocacy. The consultant is expected to further develop these drafted training modules into sets of completed ‘hands-on’ training packages. 4 of the 8 modules, i.e. Strategic Planning for Social Organization, Project Management, Finance Management and Human Resource Management will be developed into the training packages as the first step.


4. Methodology

The methodology of developing the training packages will be determined by the consultant. A mix method approach is highly recommended that includes but not limits to the following:

· Review of the drafted training modules and make needed revise based on discussions with related stakeholders (the revise needs to be approved by HI)

· Interviews with select staff from regional hubs and local CSOs;

· Discussion with staff from HI, PEER and;

· Pre-test of the training packages with select regional hubs / local CSOs and make relevant revisions;


5. Ethics

The consultant will commit to full compliance with HI’s ethics, values and policies, which will be shared with the consultant prior to contract validation. This consultancy will be conducted in accordance with the principles and values of HI’s ethics, values and policies which will be shared with the consultant prior to the validation of the contract.  The consultant must safeguard the rights and confidentiality of information providers, interviewees, and stakeholders through measures to ensure compliance with legal and other relevant codes governing collection of data and reporting on data. The consultant must also ensure security of collected information before and after the consultation and protocols to ensure anonymity and confidentiality of sources of information where that is expected. The information knowledge and data gathered in the consultation process must also be solely used for the purpose of meeting the objectives of the consultancy and not for other uses without the express authorization of HI and partners.


6. Implementation and arrangement process

HI will appoint the project manager who will assume the day-to-day responsibility for managing the consultation process and serve as a ‘focal point’ connecting other key parties


7. Expected deliverables

Following the review of the drafted training modules and meeting with regional hubs / local CSOs, an initial design of each training package will be shared with HI and other partners through emails, online meetings and or workshops, etc.

The consultant will facilitate XX-day’s TOT workshop with staff from HI, implementing partners and regional hubs/local CSOs to test the contents of the training package and provide opportunity for discussions related to the training package.

The training package should be disability sensitive, in fully consideration of disability inclusion in the design and contents. The consultant is expected to develop each training package including at least the following components:

- An outline of the training contents;

- A standard PPT with notes and tools that can be used by training facilitators;

- A trainer’s handbook; and

- A trainee’s handbook.

The above format and structure can be discussed with the selected consultant. The consultant is expected to specify the planned format and structure of the training package at the time of submission of the technical proposal.


8. Time period of the consultancy

The development of training packages may be carried out during the months from late December 2021 to the end of May 2022. The below timeframe dates indicate the latest possible acceptable dates for completion of the key steps of the training packages’ development.  The consultant’s proposal should include a detailed work plan that meets each of these key deadlines.


9. Qualifications and experience required: 

Either individual consultants or teams or organizations can submit t applications and the applicants must have: 

· Good understanding of CSOs in China, including their functional environment, their capacities and resources.

· Rich experience in supporting the development of CSOs in China;

· Good experience of working with or providing consultancies to international projects in China;

· Familiarity with CSOs working with/for/by persons with disabilities;

· Experience and knowledge of disability inclusion and the practice in China;

· Experience of supporting CSOs in disability inclusion area is an asset;


10.  Application submission process and criteria for selection:

The application will be evaluated based on criteria of skills and experiences of development similar materials, knowledge about local CSOs and experience of working with organisations of people with disabilities, the proposed methodology, workplan and the budget. 

Please submit your CV (or a brief introduction of your organisation with CV of key members if the application is submitted by an organisation), statement of interest, technical and financial proposals (including proposed methodology, proposed budget plan, proposed work plan including specific dates) as well as samples of similar works completed to: j.liu@hi.org before 26th December 2021. The receipt of application might be closed in advance if a suitable candidate is recruited.
