背景介绍

国际助残联盟（HI）于1982年成立于法国，是为残疾人提供人道主义援助、为维护残障人士权益奋斗的国际非政府、非宗教、非政治和非营利机构。国际助残于1998年进入中国，于2017年在中华人民共和国公安部门正式注册，业务主管单位为中国残疾人联合会。

我们在中国开展项目的目标是，通过与各级政府及非政府机构合作在城市、农村地区实施试点项目，以更好的促进中国残障人士的社会及经济融合，这一目标也正与中国残疾人联合会设立的残障人士工作框架和计划的相关目标吻合。

自2019年起，国际助残联盟驻中国代表处在中国开展了通过支持地方组织能力建设促进残障融合的项目（简称DPO项目），在欧盟的资助下，该项目在辽宁、黑龙江、内蒙古、河南、湖南、湖北、安徽、四川、云南、重庆、甘肃、陕西和广西等13个省和自治区实施。项目除支持地方组织能力建设外，还支持地方组织开展的残障融合的宣传活动。

媒体顾问的工作内容

国际助残希望聘请一位媒体顾问或团队，帮助项目开发动画视频材料，以提高人们对残障融合的意识。计划该视频材料包括3个动画短视频，每段视频持续时间不超过2分钟。视频涵盖的主要主题包括：

· 残障融合对社会发展和共同富裕非常重要；

· 了解什么是包容性的社会；

· 了解残障融合的障碍。

工作方法

视频的目标观众将包括残障者、他们的家人、公众、决策者以及在残障领域工作的机构和人员。

• 国际助残提供每个视频的内容和文本草稿给视频制作者，视频制作者和国际助残一起完成视频脚本的修改和定稿；
• 视频制作者在脚本定稿的一个月内完成短视频的第一个版本；
• 如有必要，国际助残有权要求视频制作者对初版做更进一步的编辑；
• 希望视频能提供手语翻译。国际助残会提供做手语翻译的专家资源和视频制作者一起工作。

计划工作进度

我们希望视频在2022年3月底完成终稿，以下表格规定了各段工作的截止日期。请申请者在提交申请材料时，按照此时间表做工作计划。

原则和价值观

专家需要遵循国际助残的伦理道德规定、价值观以及相关政策。我们会在合同正式签订前同专家分享相关材料。

各方职责

国际助残

· 提供每个视频的内容和脚本草稿；

· 提供做手语翻译的专家；

· 如有必要，组织视频制作专家和有关项目合作伙伴和个人的会议讨论视频脚本以及视频。会议费用由国际助残承担。 

视频制作专家

· 专家同国际助残的项目团队密切合作。顾问如有任何问题可以及时提出以便解决问题并提高工作效率；

· 顾问将负责因工作产生的交通食宿材料等费用。所有费用明细应包括在工作预算中。

顾问需要具备的资质和经验： 

· 在传播方面丰富的工作经验；

· 开发动画视频的丰富经验；   

· 在发展领域的工作经验，特别是在残障融合和残障群体权益保护方面的工作经验；

· 热心社会发展工作;

· 最好有与国际机构合作或在国际机构工作的经验。

About Handicap International

Handicap International, also known globally and Humanity & Inclusion, is an international non-government organization working to support the empowerment and inclusion of persons with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty and exclusion, conflict, and disaster. We work alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

About the Project

In 2019, HI launched the project entitled ‘Promoting Inclusion by strengthening CSO contribution to CRPD and SDG implementation and monitoring in China (the Project thereafter). With funding from the European Union for the period from 01 November 2019 to 31 October 2022, the project is implemented in Liaoning, Ji Lin, Heilongjiang, Inner-Mongolia, Henan, Hunan, Hubei, Anhui, Sichuan, Yunnan, Chongqing Gansu, Shaanxi, and Guangxi provinces, with the project’s coordination taken place in Beijing.

Apart from capacity building for regional hubs and local CSOs to improve their organisational management and institutional capacities, the project also supports local CSOs conducting awareness raising on disability inclusion among people with disabilities, the general public, as well as public service providers and decision makers.

Consultancy Objective

Handicap International is seeking a consultancy team or media and communications agency to support development of animated videos that can be used to raise awareness of disability inclusion in project sites. It is expected that the consultant produces a series of 3 short animated videos.  Each video should have duration of not more than 2 minutes, addressing key issues of disability inclusion issues.  The topics covered by the video spots include:

· Inclusion of people with disabilities is essential for the achievement of a society with moderate prosperity for all

· Understanding the Goal of an Inclusive Society

· Understanding Barriers to Inclusion of People with Disabilities

Suggested Methodology

The target audience includes people with disabilities and their families, the general public, decision makers and NGOs/individuals working with/for people with disabilities.  

· HI will provide the content and draft script of each spot, the consultant will work with HI to modify and finalize the script.

· Once the final script is validated by HI, the consultant must present a first version of the video within one month.

· HI will reserve the right to request further editing as necessary during the video developing and finalising process.

· It is planned that the sign language will be included in each video. HI will provide a sign language expert working together with the consultant.

Time period of the consultancy

It is expected that the final products can be completed by the end of March 2022. The below timeframe dates indicate the latest acceptable dates for completion of the key steps.  The consultant’s proposal should include a detailed work plan that meets these key deadlines.

Principles and Values

The consultant will commit to full compliance with HI’s ethics, values and policies, which will be shared with the consultant prior to contract validation. 

Roles and Responsibilities

Handicap International

· HI will provide contents and the draft scripts of the videos;

· HI will provide an expert of sign language to work with the consultant;

· HI will organise meetings as necessary with the project partners and any specific individuals involved in the development and finalization of the scripts and videos, and will pay any necessary expenses of these meetings.  

The Consultant

· The consultant will work closely with HI’s project team. Challenges faced by the consultant will be communicated transparently to allow problem solving and efficiency.

· The consultant will be responsible for his/her own local travel costs.  All costs should be clearly presented in the financial proposal submitted by the consultant. 

Qualifications and experience required: 

· Significant experience in communications;

· Rich experience of developing animated videos;  

· Experience of working on social development issues, especially on disability inclusion and rights issues;

· Committed to social development and motivated to promote social participation of people with disabilities;

· Working with/for international organisations is a plus.
