HIV感染者的手术难问题，至今没有得到普遍的有效解决，仍是感染者的锥心之殇。2012年10月，天津的一名25岁年轻感染者小峰，虽然患有肺癌，而手术治疗却屡遭医院推诿，他为了争取获得手术治疗，争取活命，在被转入第三家就医医院时，被逼无奈，私改了病历，隐瞒了HIV病情，最终手术顺利进行。此事一经微博发出，经过网民酝酿发酵，舆论哗然，中央电视台、联合早报等国内外媒体争相关注，时任中央政治局常委、国务院副总理李克强致电原卫生部（现国家卫生和计划生育委员会）亲自过问此事。

 

“小峰事件”已经过去了大半年，但其中留给我们回味的成分并未减少。本期《我们的声音》将聚焦这一事件，梳理事件始末与我们的深刻思考——小峰为什么要通过隐瞒病情的方式获得手术？“小峰事件”的发起人，以及小峰自己，为什么敢于把私改病例的事情暴露于公众？不同利益相关方是如何看待这件事情的？其他社区组织或个人在此过程中又是如何应对并推动了形势的进展？对比传统的倡导方式，比如递交政策倡导报告、通过两会议案等方式，此事有何特殊性？“小峰事件”的倡导成功了吗……希望这些内容的回顾与梳理，能让大家对事件本身，以及感染者及草根组织的困境，更加全面深入的了解。同时也为感染者权益维护及草根组织的倡导带来一些思考。

Review on the Surgery Difficulty Problem that the PLHIV are Facing

－Retrospection & reflection of ＂Xiao Feng Issue＂

 

The problem of medical discrimination that people living with HIV/AIDS (PLHIV) are facing in China has not yet been resolved effectively, which still has negative effects on PLHIV. In October 2012, Xiao Feng (pseudonym), a 25-year old HIV-positive person living in Tianjin, needed a surgery because of lung cancer, but unfortunately he was rejected by two hospitals. Therefore, he modified his medical history and concealed his HIV status when he was transferred to a third hospital, in order to be accepted. There, he successfully accessed the surgical procedure he needed.

It has been over half a year since the Xiao Feng Issue came to light. Here, we will focus on the issue again and comb the issue and our thoughts in Our Voice:

 

Why did Xiao Feng have to hide his HIV status to access surgical procedures? Why did Li Hu and Xiao Feng dare to disclose the fact to the public? What’s the opinion of different parties? What do other NGOs or people act in the promoting of the issue? What’s the difference between the advocacy of the issue and the traditional ways of advocacy, such as handing up policy advocating report or handing up reports to the “two sessions”? Was the advocacy of Xiao Feng Issue successful?

We hope that the review and comb of the issue can give the public a further knowledge about the issue itself, about the difficulties of PLHIV and the NGOs. And we also hope that the issue can provide some reference to the protection of the interests of PLHIV and the advocacy work of the NGOs.
