For every child, Child protection and care

Background

UNICEF China’s Child Protection Programme works with government and partners to strengthen laws, services, data systems, and social norms to ensure all children are protected from violence, abuse, exploitation, and neglect, addressing gaps in legislation, workforce capacity, coordination, and child protection data while expanding models like the Integrated Child Protection Model and positive parenting initiatives to reach vulnerable children nationwide; to sustain these gains and improve decision making, the programme critically depends on strong knowledge management to organize evidence, inform policy reforms, and guide effective scaleup.

This year, the process for the review of China’s report to the CRC Committee will kick off in September. UNICEF will provide support by compiling and presenting data and evidence for the pre-session.

This consultancy continues the work initiated under the 2025 KM consultancy, with a focus on maintaining and expanding knowledge management functions essential for the section’s programme needs. Furthermore, the consultant will also be required to support some additional products for other sections, as outlined in the TOR.

Purpose of Activity/Assignment

The purpose of this consultancy is to support and strengthen knowledge management systems and products for the Child Protection section as well as other sectors of the UNICEF China Office. The consultant will maintain existing systems, produce key knowledge deliverables, and ensure that evidence is effectively documented, curated, and disseminated.

Scope of Work:

The consultant will support the Child Protection section to continue strengthening its knowledge management strategy, products and services. It will also support other select KM products for the Office.

The consultant will be responsible for:

-Light maintenance of the Child Protection shared drive and KM repository.

-Development of one policy brief on safe schools, including effective strategies and recommendations for China

-Development of one KM product on violence against children (VAC) data or interventions.

-Production of three evidence snapshots (approx. 250 words each).

-Development of one KM product on the office’s work related to artificial intelligence (AI).

-Development of one KM product on the Integrated Child Protection Model (ICPM) evaluation

-Development of three additional KM products (topics to be defined with the supervisor. Most likely on GBV and sexual violence, disability and MHPSS).

- Development of four KM products including topics on climate and SSTC.

- Development of shared drive and tracking tool on China and SSTC.

- Compile evidence and data for the CRC reporting process and develop a summary report of a maximum of 30,000 words.

To qualify as an advocate for every child you will have:

  • Education:  A master’s degree in Knowledge management, information science, social science, social development studies, humanity or other relevant discipline.
  • Work Experience:  At least 8 years of experience in knowledge management, preferably in the child protection sector.
  • Skills:  Strong analytical and strategic planning skills;  Excellent communication and training skills; Experience with knowledge management systems and tools, such as databases, document management systems, and collaboration platforms;  Familiarity with child protection issues and best practices; Good interpersonal skills;  Ability to work in international and multicultural environment, and to work with cultural sensitivity; And proficiency in the use of Microsoft Office software.
  • Language Requirements:  Strong writing skills in English.

Otherwise, the selection will be canceled.
