Position Summary

Reporting to the Associate Director, Strategy and Planning, the China Compliance Manager ensures ClimateWorks Foundation’s adherence to relevant laws, regulations, and internal policies in China. This role works collaboratively within the China team to refine and implement internal controls and processes, supporting transparent, ethical, and compliant operations across all programs, partnerships, and daily activities.

This is a full-time fixed-term (24 months) position, with the possibility of extension subject to organizational needs.

Key Responsibilities

●  Drive and oversee internal compliance processes to ensure that projects, grants, contracts, and activities are properly developed, implemented, tracked, evaluated, and reported in accordance with Chinese laws, regulations, and ClimateWorks Foundation standards.

●  Monitor and ensure office and project compliance with relevant requirements, such as annual work plans, annual reports, audits, and project management obligations.

●  Advise leadership and teams on the compliance implications of projects, partnerships, and policy changes, and offer practical guidance on compliant project design, contracting, and reporting.

●  Conduct regular reviews and due diligence on project and grant activities, ensuring ongoing adherence to legal obligations and internal policies.

●   Maintain and update internal policies, procedures, and records in alignment with current legal requirements and foundation policies.

●   Develop and deliver compliance training tailored to staff needs and informed by ongoing implementation.

●  Assist in gathering materials for regulatory reporting and act as a liaison with relevant Chinese authorities for compliance-related matters as needed.

●   Identify emerging regulatory and operational risks, propose mitigation measures, and address compliance-related inquiries as needed.

Work with external legal counsel as needed and stay abreast of compliance practices and trends through active engagement with your professional network.

●   Prepare memos or briefs regarding China office compliance, as required by management or program needs.

●   Undertake other compliance-related tasks as required by the foundation to adapt to the evolving operational environment.


Qualifications

●  Master’s degree or above in Law, Finance, Public Administration, International Relations, Environmental Studies, or a related field.

●  Minimum of 8 years’ relevant experience in compliance, legal affairs, risk management, or operations—preferably with an international NGO, philanthropic foundation, or multinational organization in China. Experience with environmental or climate-focused INGO representative offices in Beijing is especially valued.

●  In-depth knowledge of China’s laws and regulations, with particular expertise in the Management of the Activities of Overseas NGOs within Mainland China.

●  Strong commitment to problem-solving, demonstrated by the ability to analyze complex issues and deliver strategic, actionable solutions.

●  Ability to quickly grasp the logic and operational needs of climate programs and projects, and provide effective compliance guidance.

●  Excellent interpersonal and communication skills, with a proven ability to work effectively with colleagues, partners, and stakeholders from diverse backgrounds.

●   Capable of working both independently and collaboratively within cross-functional teams.

●   Professional fluency in Mandarin and English, with strong verbal and written communication skills in both languages.

●   Adaptable, resourceful, and comfortable working in a fast-paced, evolving environment.

●   Deep alignment with the mission and values of the ClimateWorks Foundation.

Location

ClimateWorks Foundation is based in the San Francisco Financial District. This position is based in Beijing, China.
