About the Programme
InFIT is a programme of bilateral cooperation between the UK and China, with strongly China-led and -owned programmes of research, piloting, capacity building and outreach. The China-UK Collaboration under InFIT has been operating for over 10 years. InFIT is now entering its third phase. The programme works with a range of Chinese Implementing Partners (IPs), national and international specialists, producer country governments and Chinese companies operating in producer countries, with a focus on timber, forest risk commodities (including rubber and palm oil), and minerals.
Primary Duties and Responsibilities
Under this third phase of InFIT, there will be separation of duties between the PMO’s programme management responsibilities, led by the Head of PMO.
Strategic & Operational Planning and Management
· Manage the PMO Operational Plan and Project Management Manual
· Oversee PMO strategy development and planning, knowledge systems building, ways of working.
· Work closely with the Strategic Advisor, devise and implement the knowledge management strategy to enhance how InFIT can inform behaviour change, industry and public policy, both in China and internationally.
· Line manage PMO staff, with the exception of the Strategic Advisor, who will have a reporting line to the UK-based management team
Partnership and Policy Engagement
· Oversee the Policy partnership call for concept notes process, selection by Programme Working Group (PWG) and proposal development.
· Plan for and arrange Programme Steering Committee (PSC) meetings, supporting necessary attendance and preparation of materials in English and Mandarin; minute taking and follow up.
· Support the regular interactions and decision making, providing relevant information on progress.
Partner Management
· Oversee and guide the PMOs interaction with IPs/Policy Partnerships, troubleshooting where necessary to support IP/PP manage delivery of their project in line with budget and output expectations.
· Regular interaction with the PWG on InFIT progress, challenges and opportunities, and responsible for preparation of plans to mitigate challenges or utilise opportunities for discussion with PWG.
Person Specification
- Extensive experience (minimum 10 years) in programme management, preferably within international development or related sectors.
- Proven track record in leading multidisciplinary teams and managing stakeholder relationships, particularly in cross-cultural contexts.
- Strong knowledge management and technical support skills, with the ability to oversee monitoring plans and ensure value for money.
- Demonstrated expertise in governance, compliance, and fiduciary risk management, ensuring legal and regulatory adherence.
- Excellent organisational and communication skills, with experience preparing high-quality reports and managing complex projects.
- Experience in stakeholder management of government institutions, ideally in an international context
- Ability to provide strategic direction, mobilise technical expertise, and drive continuous improvement across project outputs.
- Fluency in English and Mandarin Chinese is a requirement.
- Willingness to be based in Beijing and to work closely with local and international partners as required.

InFIT 项目是英国森林治理、市场与气候项目二期(FGMC2)的重要组成部分,旨在减少热带森林国家非法和不可持续的森林资源利用。InFIT 是中英双边合作项目,覆盖研究、试点、能力建设与推广等领域,项目迄今已十余年。与多家中国执行伙伴(IP)、国内外专家、生产国政府及在生产国运营的中国企业合作,重点关注木材、森林风险大宗商品(包括橡胶和棕榈油)及矿产资源。
主要职责与任务
在InFIT项目第三阶段,项目管理办公室(PMO)的内部管理职责将由PMO负责人统筹领导,具体职责如下:
战略与运营计划管理:
负责PMO运营计划及项目管理手册的制定与执行
统筹PMO战略规划、知识体系构建及工作方法的优化
与战略顾问紧密协作,共同制定并实施知识管理战略,提升InFIT在中英两国及国际层面对行业行为与公共政策的影响力
管理PMO团队全体成员(战略顾问直接向英国管理团队汇报)
伙伴关系与政策参与
统筹政策合作伙伴的征选流程,并由项目工作组(PWG)遴选及开发方案
策划并安排项目指导委员会(PSC)会议,协调参会安排,准备中英文材料,完成会议记录并落实后续行动
支持项目定期沟通与决策,提供准确、及时的项目进展信息
合作伙伴管理
监督并指导PMO与实施伙伴/政策伙伴的互动,协调解决合作中的问题,确保伙伴方在预算范围内达成预期成果
定期与项目工作组(PWG)沟通InFIT项目进展、挑战与机遇,并负责准备应对挑战或利用机遇的方案供PWG审议
人员要求
· 至少具备10年以上项目管理相关经验,具有国际发展或相关领域经验者优先。
· 拥有出色的跨学科团队领导及利益相关方关系管理能力,尤其在跨文化工作环境中表现成熟。
· 具备扎实的知识管理与技术支持能力,能够有效设计与监督监测评估体系,确保资源投入物有所值。
· 熟悉治理、合规与风险管理,能够确保项目运营符合法律法规及监管要求。
· 具备优秀的组织协调与沟通能力,拥有高质量报告撰写及复杂项目管理经验。
· 具有与政府机构等公共部门利益相关方合作的经验,具备国际项目背景者优先。
· 能够发挥战略引领作用,调动专业资源,推动项目成果持续优化。
· 需具备流利的英语和汉语普通话沟通能力。
· 须常驻北京,并可根据项目需要与国内外合作伙伴保持密切协作。
