Position Title: Wetland Senior Program Manager, CI China

Position Type: Full time

Department/Program/ Location: China Program/Nanchang, Jiangxi Province

Supervisor: Program Director, CI China

SUMMARY

The Wetland Senior Program Manager, Conservation International (CI) China, oversees all wetland-related programs or projects of CI in China, focusing on the Poyang Lake and more widely, the Yangtze River Basin. S/he manages a diverse set of activities and projects to ensure that program outcomes and goals further CI's human development and conservation priorities. Duties include building and managing relationships, developing and implementing program and conservation strategies, project management, technical oversight, monitoring, and capacity building. The Wetland Senior Program Manager ensures compliance with CI policies, program and funding agreements, and local requirements.

KEY RESPONSIBILITIES

PROGRAM IMPLEMENTATION AND DEVELOPMENT

•       Lead the development of program and project strategies, objectives, work plans, budgets, and metrics, focusing on wetlands, river basins, and related ecosystems.

•       Lead the management and implementation of assigned projects, primarily the Poyang Wetland Program, as per the strategies, metrics, work plans, and budgets, including technical oversight, implementation support, monitoring, and reporting.

•       Lead the policy development, capacity building, and network development of the PAs and OECMs for the Poyang Program.

•       Promote information and knowledge sharing. Build stakeholder understanding and support by developing fact sheets, statistics, and related communication materials. Hold conferences and other events to share best practices and lessons learned.

•       Lead the monitoring and reporting of the Poyang Program, including regular internal reports and the monthly, quarterly, and annual reports to donors.

•       Build and maintain relationships with collaborators and key stakeholders (public and private) in Jiangxi province, and convene both technical and non-technical meetings. Effectively engage stakeholders including donors, governmental authorities, research institutions, NGOs, and other partners important to program success.

•       Identify opportunities for program growth and development and support program financial sustainability by identifying funding opportunities. Partner with CI China and HQ staff on funding proposals and contribute to regional/global fundraising efforts.

•       Represent the organization externally and serve as a trusted point of contact as the program/project needs.

•       Perform related duties as assigned.

PEOPLE AND RESOURCE MANAGEMENT

•       Directly supervise program and project staff, which include overseeing the work of external partners.

•     Lead the budget and finances management of the assigned project, in compliance with CI policies, funding agreements, and local requirements.


QUALIFICATIONS

•       Bachelor's Degree or above, relevant education background in wetland conservation, water management, non-profit project management, conservation biology, natural resources management, etc.

•       At least 10 years related work experience, preferably in the conservation, sustainability, advocacy, or related for-profit arena. Program or project management experience is a must.

•       At least 5 years experience supervising others including multi-disciplinary teams.

•       Strong technical and analytical skills.

•       Strong organization and time management skills.

•       Team player and able to work effectively with diverse working groups in a multicultural environment.

•       Excellent written and verbal communication skills.

•       Success in influencing and partnering with key stakeholders and raising funds.

•       Proven ability to multitask and meet priorities. Comfortable working in a fast-paced environment under pressure with a team of people and changing priorities and under minimal supervision.

•       Native Chinese speaker with fluency in English.

WORKING CONDITIONS

•       Typical office environment. May need to work extended hours as needed.

•       Frequent travel to project sites and as per needs. Ability to work in remote locations or under difficult working conditions.
