Position Summary/Objective
This position is mainly responsible for the China GAAP financial accounting, reporting, taxation and support China annual regulatory report and audit to ensure accounting standards, tax regulations and other financial statutory requirements are complianced. The postion is also to support the accounting of group accounts of the general ledger of the headquarters, and provide quality assurance.
Role and Responsibilities
· Accounting compliance & processing
1. Re-examination of all payment documents and evidences, ensuring all subjects are adhered to IFAW HQ financial protocols and standards.
2. Re-examination of staff reimbursement items such as Payment Request and TERs to ensure accuracy in amount, compliance of submitted invoices, all supporting documents are in place and all costs are in line with corporate policy and employee handbook, then final sign off on the requests to endorse this process.
3. (China) Monthly statements and reviewing of financial activities as part of Chinese regulatory requests: conduct end of the month review of all accounting vouchers and make sure they are in full compliance with Chinese Geneal (GAAP) and bookkeeping standards.
4. (US) Conduct monthly Book Closing in collaboration with Cashier and Finance Manager, including entry of accruals, amortization, carry-over expenses and make acceptable adjustments and reconciliations guided by Finance Manager and HQ Finance.
5. Approve the Supplier List modifications in Unit 4 and re-examine and approve vendor transactions in unit4.
6. Stay in the forefront of the most up-to-date policies and principles.
· Legal matters and contracting issues
1. Conduct pre-signing due-diligence check for suppliers and vendors to prevent ifaw’s financial and legal risks, using three major Chinese watchdog platform.
2. Review and modify contracts in collaboration with other team mangers to make sure the contracts are in compliance with financial and tax compliance but also meet the needs for programs.
· Tax compliance
1. Conduct monthly tax declarations, working with bookkeeping agency and, including calculation of tax payment/deductible and returns. Tax items include value added, company income, stamp and withhold and remit tax (except Personal Income Tax)
2. Conduct annual tax declaration and final settlement with agency and tax authorities.
3. Assist individual staff to declare and conduct annual settlement of personal income tax matter, providing guidance and consultancy to help staff understand tax policy and optimize their income tax submissions.
4. Act as liaison with tax authorities, answering to enquiries, identifying risks and handling inspections working together with Finance Manger and other key staff.
5. Stay in the forefront of tax policy updates.
· Audit & regulator authority report
1. Stay updated on Supervisory Units, AKA, Chinese National Forestry and Grassland Administration (NFGA) and Public Security Bureau’s (PSB) requirements for NGO finance compliance.
2. Assist auditor and finance manager to prepare and finalize the format, content, and data entry standards, principles and applicable rules of the annual authority report.
3. Coordinate preaudit and final audit onsite activities and prepare all needed data including books, accounting materials and manually generated data.
4. On monthly basis, prepare financial data for transparency in the Annual Work Report submitted to NFGA and make adjustment to the mandatory “Philanthropic Activity List” according to real implementation of the programs.
5. Responsible for interpreting bookkeeping-related matters to the auditors. Verify key facts and numbers and explanations wordings with bookkeeping in audit report as needed.
6. Assist Operations and Compliance team to prepare Annual Work Report for NFGA and PSB.
7. As requested by Finance Manger, keep record of financial data and statistics of restricted fund and grants to support retrict fund audits.
· Grant Project finance & funding management and support
1. Monthly summarize and prepare activity and Level of Efforts (LoE) based expenses, charges, contracts progress to support accurate billing and invoicing.
2. Annually, summarize IFAW China in-kind income and values in collaboration with program and communications mangers.
3. Review and verify subgrantee’s expense claim and payments request to ensure they are in accordance with contract payment terms, planned deliverables and in compliance with both Chinese and donor principles and policy.
· Others:
1. Assist Finance Assistant/Cashier in handling banking issues
2. Support Finance Assistant in sharing the workload of processing program staffs urgent needs in regard to finance.
3. Other tasks assigned by finance manager.
Qualifications and Education Requirements
· Committed to animal welfare issues and to promote IFAW's mission.
· Formal university degree or above, major in finance, accounting and related specialized graduation.
· Must have a minimum Five (5) years experiences in overall accounting processing. Be familiar with various national financial and tax regulations and policies.
· Legal background and proven experiences of contract management is a plus.
· Experices in an international environment is preferred,internatial NGO background is highly desired.
· Computer proficiency is required, MS Office applications is a must. Have proven working experices in Yongyou system; SAP/Oracle/Unit4 or the equivilents is a plus.
· Have problem solving skills and be solution-oriented. Ability to work independently and collaboratively with teams.
· Good time management skill and organizational skills. Ability to work under pressure, prioritize tasks and meet the tight deadline.
· Good communication skills, ability to use English as a working language.
