Ningxia Association for Promoting Public Welfare and Philanthropy, a non-profit organization established by the Department of Civil Affairs of Ningxia Hui Autonomous Region, is committed to promoting the development of charity in Ningxia. The organization aims to promote multilateral cooperation across all sectors of society and promote self-discipline in the industry so as to ultimately promote the development of charity in Ningxia. As a regional public service platform, the organization is composed of 40 local social service organizations and boasts rich resources in social services and education at the regional level.

Plan International entered China in 1995.At present, our business has covered many provinces, municipalities and autonomous regions including Shaanxi, Ningxia, Yunnan, Anhui, Sichuan, Qinghai, Hunan, Beijing and Jiangxi; our projects involve aspects like child protection, early childhood parenting and development, disaster risk management, youth employment, and promotion of gender equality. In June 2017, Plan International was registered as the name of “Plan International (US) Shaanxi Representative Office” in the management department in accordance with the provision of The Law of the People’s Republic of China on the Administration of Activities of Overseas Nongovernmental Organizations in the Mainland of China.
本项目旨在建立一个立体的、以学校为重点的保护性环境,从而使宁夏回族自治区目标学校的儿童免受暴力侵害。为实现这一目标,我们会将儿童保护报告及转介机制纳入学校管理,加强专业社会工作者与学校和社区之间的联系,通过促进正面管教来改善师生之间的关系,并提供以儿童保护为重点的家长教育。本项目将采用性别变革性方法,以消除女孩面临暴力的特殊风险,如性暴力和早婚等。
The project aims to create a three-dimensional, school-focused and protective environment that protects children in the target schools of Ningxia Hui Autonomous Region from violence. To achieve this goal, we will integrate child protection reports and referral mechanisms into school management, strengthen the links between professional social workers and schools and communities, improve the relationship between teachers and students by promoting positive discipline, and provide parental training focused on child protection. The project will adopt a gender-changing approach to eliminate specific risks of violence against girls, such as sexual violence, early marriage, etc.
根据项目逻辑框架设计,项目周期内开展儿童保护意识、儿童参与、生活技能、社会性别意识等培训,组织项目区和项目学校主要参与方外出参访学习,校际间交流、宁夏儿童类社会组织成长营、社区儿童保护宣传(家长)、学校开展各类儿童保护课程,组建学生儿童咨询委员会,老师儿童保护委员会等,建立学校的儿童保护体系。通过学校、家庭、社区三维立体保护环境,保障儿童安全成长。
Training activities to improve children's protection awareness, child participation, life skills, and gender awareness are carried out during the project period according to the logical framework design of the project. The main participants in the project areas and the project schools have taken part in trainings, inter-school exchanges, growth camps for children's social organizations in Ningxia and community publicity campaign on child protection (parents). Besides, schools carried out various courses about child protection and have set up student-child advisory committees and teacher-child protection committees, etc., in order that a child protection system at school could be established. The three-dimensional protection system involving schools, families and communities is to ensure the safe growth of children.

通过改善和提高师生、社会组织和政府的儿童保护意识,儿童参与,生活技能,社会性别知识,使项目区的儿童免受暴力影响。
Children in the project areas will be free from violence by raising the awareness of child protection among teachers, students, social organizations and governments, enhancing child participation, improving children’s life skills, and imparting gender knowledge.
目标1:通过正面管教和优质的儿童保护服务来强化地方社会服务机构、学校以及政府等保护性支持体系。
Goal 1: To strengthen protective support systems including local social service agencies, schools, and governments through positive discipline and high quality child protection services.
成果1:地方社会服务机构在儿童保护和性别平等方面的认识得以提高,向学校及社区提供正面管教和生活技能相关技术支持的能力得以增强。
Outcome 1: Local social service agencies have increased their awareness of child protection and gender equality, and strengthen their abilities to provide positive discipline and life skills-related technical support to schools and communities.
成果2:通过提高教师及儿童参与项目活动的意识和能力,从而在目标学校创建具有性别敏感性的保护环境。
Outcome 2: A gender-sensitive environment of protection in target schools has been created by increasing the awareness and capacity of teachers and children to participate in project activities.
目标2:创建一套可复制模式,并将此模式推广至宁夏回族自治区教育部门。
Goal 2: To create a replicable model and extend it to the education departments in Ningxia Hui Autonomous Region.
成果3:成功总结出一套可复制模式并在宁夏回族自治区得到推广。
Outcome 3: A set of replicable models have been summed up successfully and promoted all over Ningxia Hui Autonomous Region.
评估目的
Purpose of Evaluation
项目评估的目的是为了获得项目区校园儿童保护项目目标达成情况。同时,了解项目区利益相关方在项目执行后的性别意识和儿童保护意识水平是否有提高。项目基线调研作为参照,评估获得的信息要与基线调研的数据进行对比,以了解项目实施的效果。以及评估所设定的项目目标是否达成。另评估项目执行后的影响,项目参与的各方意识水平的提升情况等。
The purpose of the project evaluation is to understand how the goals of the school child protection projects are achieved in the project areas as well as whether the awareness of gender and child protection among stakeholders in the project area has improved after the implementation of the project. Information obtained from the assessment should be compared with the data from the baseline survey which is used as a reference to know what is the effectiveness of the project implementation and to assess whether the project objectives set previously are realized. In addition to the impact of the project after the implementation of the project, it should be assessed how the awareness of all participators involved in the project is raised.

数据收集和分析的方法:
Methods of Data collection and Analysis
定性和定量的数据都要求收集:“评估可考虑使用混合方法,执行评估的团队应保确保所收集的信息可以进行三角互证。同时,评估团队应根据不同的利益相关者开发适当的数据收集工具,且开发工具如果涉及到儿童时,应根据不同儿童年龄的特点,适合儿童使用。”可以采用焦点小组访谈、调查问卷、深度访谈等方法。
Both qualitative and quantitative data are required to be collected. “A mixed method may be considered for evaluation may, and the team performing the evaluation should ensure that the information collected can be cross-certified. Meanwhile, the assessment team should develop targeted tools for data collection in terms of different stakeholders. These tools should adapt to children if they are related to kids according to their characteristics at different ages.” Focus group interviews, questionnaires, in-depth interviews and other methods can be employed.
评估范围:
此次评估将在吴忠市利通区,扁担沟,金银滩,板桥和金积镇四个乡镇6所学校进行。抽样方式建议使用分层抽样,本分层满足不同人群分性别和年龄大于/小于18岁,样本量为1000人。评估团队可以确定和建议评估方认为重要的额外或被排斥的利益相关方, 以确保评估团队获得回答评估问题所需的信息。样本包括生活、工作在这些地方的儿童、青少年、教师、家长、社区成员、社会服务组织和政府工作人员,进行定量和定性的分析。(见逻辑框架表)
Scope of Evaluation
The assessment will be conducted in six schools from four townships of Litong District, Wuzhong City, including Pingdangou Town, Jinyintan Town, Banqiao Town and Jinji Town. It is suggested that stratified sampling should be applied. It is sex-specific and includes age groups of above and below 18 years old, and the sample size is 1000.The evaluation team can identify and recommend additional or excluded stakeholders that the evaluator considers important to ensure that the evaluation team gain the information needed to answer relevant questions. The samples include children, adolescents, teachers, parents, community members, social service organization workers and government staff living or working in these areas. Quantitative and qualitative analysis should be made.(see the logical framework table)

●评估工作计划、起草的评估报告、最终的的评估报 (包括执行摘要) 、最终评估报告、最终抽样方法 (包括取样和取样框架单位) 和大小、最终数据收集工具-已清理的数据 (包括数据文件 (如 excel) 、定性数据同步/代码簿等记录) 填写的知情同意书 (包括儿童及其照顾者和成人的知情同意书) 及其他传播的宣传产品。
● Developed evaluation work plan, drafted evaluation report, final evaluation report (including executive summary), final sampling method (including sampling and sampling frame unit) and size, tools for final data collection - cleaned data (including data files such as excel, qualitative data synchronization / records like code books), written informed consent forms (including informed consent forms from children and their parents, caregivers and adults) and other publicity material.
●初期报告应包含更新的时间表、评估矩阵、详细的方法包括样本方法和规模、起草数据收集工具、道德风险考虑、主要数据收集时使用的同意书、起草的数据分析方法、简要说明所使用的方法和技术 (包括相关的基本价值和假设/理论), 并说明所做选择的理由 (例如:被约谈的人) 。
• The initial report should include an updated timeline, an evaluation matrix, detailed methodology including sample method and scale, tools for draft data collection, considerations for ethical risk, letter of consent for use in primary data collection, analysis methods for drafted data, and brief descriptions of methods and techniques (including related fundamental values and assumptions/theories) and explanations for the reasons for the choices (eg, the person interviewed).
● 完整清晰的数据表格(电子版)、数据库(EXCEL);
● Complete and clear data forms (electronic version), databases ( or excel);
● 最终的中英文报告(包括:综述、评估的目标和使用、评估的方法和局限、评估项目描述、主要发现、结论和建议、附录和参考信息)中文版主报告的篇幅不超过40页(A4纸宋体小四号行间距1.5)。
● Ultimate reports in both Chinese and English (including overview, objectives and uses of evaluation, methods and limitations of evaluation, descriptions of evaluation project, key findings, conclusions and recommendations, appendices and reference information). Note that the main of report Chinese version does not exceed 40 pages in length( A4 paper, Song typeface, small-IV, 1.5 spaced).

顾问将负责及时交付评估所需的以下产出,并及时向宁夏公益慈善事业促进会报告并提交原始数据,草案和最终报告。具体如下:
Consultants:
The consultants will be responsible for delivering the following outputs required in the evaluation and reporting and submitting the original data, draft and final report to Ningxia Association for Promoting Public Welfare and Philanthropy in a timely manner. Details are as follows:
1、与宁夏公益慈善事业促进会员工和合作伙伴密切合作,以便明确具体的信息需求并确定基准方法;
1. To work closely with staff of Ningxia Association for Promoting Public Welfare and Philanthropy and its partners to clarify specific needs for information and determine baseline methods
2、招聘和培训数据收集员并记录调查工作;
2. To recruit and train data collectors and record investigations;
3、监督并全面负责监测数据收集人员的工作情况以及所收集数据的质量;
3. To supervise and monitor the work of data collectors and the quality of the data collected comprehensively;
4、确保为整个评估提供全面的后勤支持;
4. To ensure full logistical support for the entire evaluation;
5、必要时为评估和复审工具做预测试评估方法的设计;
5. To design methods used for the pre-test and evaluation and review tools if necessary;
6、确保评估是按照宁夏公益慈善事业促进会、国际计划“儿童保护政策”中所列的原则进行的;
6. To make sure that the evaluation is conducted in accordance with the principles set by Ningxia Association for Promoting Public Welfare and Philanthropy and Child Protection Policy of Plan International
7、确保在评估的前期设计、收据收据和分析中纳入性别视角,使用性别分析工具进行分析(请参考国际计划的性别分析框架),所有相关指标包含分性别数据。
7. To ensure that a gender perspective is included in the pre- evaluation design, receipts and analysis and that gender analysis tools are used for analysis (please refer to the gender analysis framework of Plan International), and that all relevant indicators include gender-disaggregated data.
