

1 Background
1.1 Projects
The survey will contribute to three projects: 3MDG funded MNCH project, SRHR(Sexual and Reproductive Health Right) and Primary Health Care project.

Shan State: Mongyawng, Mongla, Mongyang, Hopang, Mongmao, Panwaun, Pangsang, Narpham, Matman, and Laukkaing
Kachin State: Waimaw, Chipwi, Tsawlaw, Khawn Lam Pu, Putao-O, Mansi, Momauk, Sumprabum, Injayang and Danai
Total estimated population 1,500,000
3MDG project only covers total 9 townships including Mongyawng, Mongla, Mongyang, Hopang, Mongmao, Panwaun, Pangsang, Narpham and Matman. Whereas Primary Health Care and SRHR project covered all townships listed as above.
1.4 Overall Introduction
Health Poverty Action (HPA) has been working in Burma’s ceasefire areas bordering with China since 1994, primary health has been the focus of HPA’s work. These areas had undergone decades of conflicts with the central government and just reached ceasefire agreements separately with them in around 1989. The availability of health services was extremely limited when HPA began working here, and those that were available were fragile, fragmented and with very limited capacity. Due to factors, such as political sensitivities and remote border locations, only a handful of international NGOs are able to access these areas. After 20 years of work, HPA has extended its programme to nearly all townships on the Burma-China border which were under the control of the ceasefire groups or Union government.
HPA has registered at Myanmar Ministry of Home Affairs in 2012 and signed MoU with Ministry of Health and Sports in 2013. Currently, HPA is receiving fund from UKAID, DFID Burma, Global Fund (Malaria & HIV grant), 3 Millennium Development Goal Fund and UNICEF to provide integrated packaged primary health care to population in 21 hard to reach townships along Myanmar-China border. The service provided includes: Maternal and new-born care, expanded programme on immunization, reproductive health, family planning, water & sanitation, common disease treatment, health education, communicable disease prevention and treatment, community capacity building and health system strengthening.
2 Expected Objectives of the Survey
The objectives of survey are to obtain the following information for HPA:
Basic social, economic and health service information in project areas;
Data related to maternal, newborn and child health in project areas;
Data related to HIV/AIDS and TB in project areas;
Basic health knowledge and behavior information of the target population in project areas;
Suggestions for the project implementation in project areas in the future
3 Expected Outputs
To combine and restructure the survey tools previous used by 3 projects and results could generate all the indicators which to be update the logframes.
Combined survey report in English and three separated reports for each project.
The reports should include, but not limited to, all indicators against approved logframes of the two projects
The contents of the report should include, but not limited to, descriptive studies (such as frequency analysis) and analytical studies (such as dependent variable and influence factors’ study)
Expectations of the Bidders
The bidder should communicate with HPA and achieve a consistent plan, and complete data and information collection and analysis with HPA’s support:
Survey plan and tools should be scientific and reasonable;
Data collection, processing and analysis should be objective, authentic and rigorous;
Reports in English should be provided;
4 Responsibilities
Design and provide detailed and scientific survey plan and workplan;
Train and instruct field staff for the survey, and provide quality control
Responsible for the data input and analysis;
Provide report in English;
Share key information and findings in summing-up meeting
5 Qualifications
Organization or company should be legally registered, and have qualifications on relevant professional areas;
Individuals should have qualifications and experiences on development projects evaluation, and have study background on public health and community development
