Introduction

背景介绍

Save the Children China Programme’s ASST Program, aims to enhance essential employability skill of disadvantaged youths and to create a supportive environment for youth employment and development, thereby improving the quality of youth employment. In response to diverging requirements of professionalism in different industries, sector-specific employability skill training is carried out for secondary vocational students and migrant youth who are out of school. Meanwhile, through the improvement of existing career counselling and employment linkage services, deprived youths are helped to enhance occupational awareness with have more occupational choices and to manage their careers.

救助儿童会城市青少年发展项目，旨在提升上海、广州两地弱势青少年群体的就业能力，并建立青少年就业与发展所需的支持性环境，从而提升青年就业质量。根据不同行业对青年从业者职业素养的具体要求，面向中职学校青少年、校外流动青年开展职业软技能培训。同时，通过改善现有职业指导与就业链接服务，提升青年群体的职业认知与职业定位，拓展青少年的职业选择。

The project focuses on deprived youths aged 16-25 in Shanghai and Guangzhou to improve their employment opportunities. The project will work with two target groups of youths:

·         Shanghai: Youth in vocational high schools, in-school Youth (ISY);

·         Guangzhou: Migrant youth (under secondary education) who are at present, not receiving secondary vocational education or higher education, i.e. out-of-school youth (OSY)

项目聚焦于上海和广州两地16-25岁困境青少年，改善他们的就业前景。项目将与以下两类目标青少年群体合作：

·         上海：在中等职业技术学校就读的青少年，即校内青少年(In-School-Youth)；

·         广州：现阶段没有在中等职业技术学校就读的外来务工青少年（大专以下教育程度），即校外流动青少年(Out-of-School-Youth)

Research Objectives:

We are planning to conduct a labour market assessment with the following objectives:

项目计划在广州、上海两地开展劳动力市场调研，调研具体目标如下：

1.      Analyze the current situation of employment distribution of targeted migrant youth (female, male) in Guangzhou and Shanghai and the labor force demand and supply of targeted youth in different industries in Guangzhou and Shanghai;

分析广州、上海两地目标青少年在不同行业的就业分布现状和供求状况；

2.       Identify Industries and sectors which can provide “decent labour”  job opportunities for target youth in Guangzhou and Shanghai to improve their current livelihoods and achieve decent employment;

确定能够帮助广州、上海目标青少年改善目前的生计情况、实现体面就业的行业/就业领域；

3.      Identify the distribution of Germany enterprises in the above industries and sectors in Guangzhou, Shanghai;

分析找出广州、上海以上行业/就业领域中，德资企业在各行业的分布情况；

4.      Identify  present and future jobs as well as job description in the above industries and sectors especially in Germany enterprises

在上述所分析的行业中，明确广州、上海目标青少年目前及未来可以从事的工作机会和岗位描述,特别是德资企业；

5.       Identify existing pathways of getting decent jobs for target youth in the above industries and sectors; analyse the strengths and limitations of each pathway;

找出目标青少年可以通过哪些途径获取上述行业中的体面就业机会，并辨析其优劣势

6.      Clarify the specific work competency requirements for the above jobs, including technical skills requirements, qualifications, professionalism and employability skills required under real working scenarios and in key work process;

明确以上工作岗位对目标青少年的技术/能力的具体要求 （包括职业素养、软技能、专业技术、学历资质等），特别是在实际工作情景和关键工作流程中目标青少年应当具备的职业素养和软技能；

7.      Identify training sources (like industry umbrella organisations, local vocational training centre, German Chamber of Industry and Commerce etc ) to provide needed skills (technical skills, employability skills ， qualifications and other training) for target out-of-school migrant youth;

找出能为校外流动青少年提供所需的技能培训/能力建设（硬技能、软技能、资质或其他类型培训）的机构（如职业培训学校、行业协会、德国商会等）；

8.      Identify potential enterprises and skills training providers as partners for the project

根据项目的需求，寻找潜在的合作企业及培训机构。

Save the Children seeks an individual or firm to carry out a detailed labourmarket assessment in Guangzhou and Shanghai with the primary objectives as stated above. The labour market assessment will be conducted in parallel in both cities in a 6 to 7 week time frame.

救助儿童会正在寻找专业的个人或机构，按照上述基本目标，在北京、上海进行劳动力市场评估。此次评估计划在两地同时进行，于4个月内完成。

Consultant Profile

申请人/机构要求

1.      Experience in consulting and/or market research

2.      Familiarity with Guangzhou and Shanghai’s business community

3.      Well-connected to Business and Trade Associations and other industry platforms.

Key Activities (see attached Annexure A)

The consultant will use Save the Children’s basic Labour Market AssessmentTool-kit and adapt it as needed to address the specific needs of this . The key activities will include but not be limited to the following:

入选个人/机构将使用救助儿童会劳动力市场评估工具包，主要活动将包括（但不限于）以下几方面：

1.      Review research and surveys conducted by Save the Children and other institutions on youth employment and labour market assessment, and revise Save the Children’s LMA Tool-kit

1、梳理救助儿童会以往调研结果，修改劳动力市场评估工具包（需与救助儿童会共同实施）；

2.      Conduct desk research to preliminarily map: 1) industries and sectorsproviding  employment opportunities for target youth in Guangzhou and Shanghai ; 2) distribution of Germany enterprises as employers of target youth in these sectors; 3) training sources in the selected sectors;

2、 进行案头调研，初步圈定在广州、上海两地劳动力市场中目标青少年就业的主要行业领域、能为目标青少年提供体面就业机会的德资企业的分布及现有的培训市场资源

3.      Conduct semi-structured interviews (in collaboration with Save the Children) with key stakeholders within trade, government, academic and private sector associations.

3、与相关政府机构、商业或行业协会、相关研究机构等中的主要利益相关方进行半结构化访谈（需与救助儿童会共同实施）。

4.      Field study including one-on-one interviews and focus group discussionswith identified market actors and training service providers

4、实地调研，与确定行业中的企业雇主及培训机构进行一对一访谈及专题小组讨论（需与救助儿童会共同实施）。

5.      Interviews (conducted in collaboration with Save the Children) with potential partners on market and training side.
