青少年职业咨询服务需求调研

Introduction

背景介绍

Save the Children China Programme’s ASST Program, aims to enhance essential employability skill of disadvantaged youths and to create a supportive environment for youth employment and development, thereby improving the quality of youth employment. In response to diverging requirements of professionalism in different industries, sector-specific employability skill training is carried out for secondary vocational students and migrant youth who are out of school. Meanwhile, through the improvement of existing career counselling and employment linkage services, deprived youths are helped to enhance occupational awareness with have more occupational choices and to manage their careers.

救助儿童会的城市青少年发展项目，旨在提升上海、广州两地弱势青少年群体的就业能力，并建立青少年就业与发展所需的支持性环境，从而提升青年就业质量。根据不同行业对青年从业者职业素养的具体要求，面向中职学校青少年、校外流动青年开展职业软技能培训。同时，通过改善现有职业指导与就业链接服务，提升青年群体的职业认知与职业定位，拓展青少年的职业选择。

The project focuses on deprived youths aged 16-25 in Shanghai and Guangzhou to improve their employment opportunities. The project will work with two target groups of youths:

·         Shanghai: Youth in vocational high schools, in-school Youth (ISY);

·         Guangzhou: Migrant youth (under secondary education) who are at present, not receiving secondary vocational education or higher education, i.e. out-of-school youth (OSY)

项目聚焦于上海和广州两地16-25岁弱势青少年，改善他们的就业前景。项目将与以下两类目标青少年群体合作：

·         上海：在中等职业技术学校就读的青少年，即校内青少年(ISY)；

·         广州：现阶段没有在中等职业技术学校就读的外来务工青少年（大专以下教育程度），即校外流动青少年(OSY)

Research Objectives:

We are planning to conduct a youth needs assessment focusing on career counselling/guidance with the following objectives:

项目计划针对目标人群在职业咨询/生涯规划（career counselling/guidance）方面的需求进行调研，调研具体目标如下：

1.        Identify and analyse barriers and challenges among targeted youths (female/male) in accessing decent work and career development. Are there any special  barriers for youths within those groups (e.g. gender, orgin)?

找出目标青少年在获得体面就业和职业发展的挑战和障碍，并分析是否不同类型的目标青少年有特定的挑战和障碍（如女性/男性、户籍等）。

2.        Identification of target group’s definition and understanding in career counselling/guidance;

辨析目标青少年对于职业咨询/生涯规划服务的定义和理解；

3.        Analysis of needs and barriers among targeted youths (female/male) in job counselling in the potential absorbing sectors (including job placement, please refer to the sector as identified in the “Labour Market Assessment”), and significant factors affecting their choices in career choices/ planning/counselling

结合救助儿童会同时进行的劳动力市场调研所确定的行业，分析该行业中目标青少年（区分女性/男性）在职业咨询/生涯规划方面（含工作安置）的需求和挑战，以及影响其作出职业/生涯选择选择/配对的因素；

4.        Analysis of demands of targeted adolescents on: the content, methodologies, approaches, process / procedures, tools and related materials, time arrangements as well as  competencies / qualifications of the career counsellors

分析目标青少年对职业咨询/生涯规划服务的内容、提供方式、流程/程序、咨询师资质/能力、辅助工具与资料、时间安排等方面的需求；

5.        Reference to the result of another research on “career counselling services mapping" (will be conducted in parallel) and identify the gap between the existing counselling services and the current demands of targeted youths.

结合“职业咨询/生涯规划服务概况调研”（为救助儿童会同时开展的另一项调研）结果，找出现有职业咨询/生涯规划服务与目标青少年需求之间的差距；

6.        Provide effective suggestions on career counselling/guidance in accordance with the demand of targeted youth.

提出符合目标青少年需求的职业咨询/生涯规划服务建议

7.         . According to SC’s previous survey, provide recommendations on other pathways for youths (ISY, OSY and any other relevant disaggregation, e.g. gender) to access decent employment.

参考救助儿童会过往调研结果，梳理目标人群（结合性别、年龄等维度分析）在除职业咨询外的其它就业链接途径上的信息和建议。

Save the children is looking for professional individuals or institutions, to conduct a detailed research regarding the needs of target group in career counselling /guidance service respectively, in Shanghai and Guangzhou, with the basic objectives stated above. This survey is planned to be completed within 3-4 months.

救助儿童会正在寻找专业的个人或机构，按照上述基本目标，分别在上海和广州进行目标人群的职业咨询/生涯规划需求调研。此次调研计划在3-4个月内完成。

Key Activities

主要活动

Implementation of research activities, including but not be limited to the following:

调研活动主要包括（但不限于）以下几方面：

1.      Desk research and literature review on previous survey data of target group

进行案头调研，回顾梳理针对目标人群的已有调研数据

2.      Quantitative research: conduct survey and questionnaires

定量调研，对目标青少年进行问卷调研

3.      Qualitative research: conduct structured interviews and focus group discussions with target group and key stakeholders

定性调研，与目标青少年及相关利益相关方进行结构化访谈及焦点小组访谈；

4.      Survey data consolidation and analysis

整理分析数据

5.      Periodic discussion with Save the Children staff, including a workshop at terminal stage presenting general research results, gap between available counselling services and the current needs of targeted youths; discuss suggestions to career counselling services that can be in accordance with demands of target group; meeting minutes submitted after workshop

与救助儿童会进行阶段性讨论，包括主持调研末期工作坊，结合职业咨询/生涯规划服务概况调研的结果，找出现有职业咨询服务与目标青少年需求之间的差距，讨论符合目标青少年需求的职业咨询服务建议；工作坊结束后，提交会议记录。

6.      Assessment report and statement submitted
