职业咨询服务概况调研

Introduction

背景介绍

Save the Children China Programme’s ASST Program (Adolescent Skills for Successful Transitions Program) under Child Poverty Global Theme aims to help deprived adolescents and youth acquire the necessary knowledge, skills and behaviours for successful transitions to a decent workplace and life. In Guangzhou and Shanghai, we are going to implement a new project, aiming at leveraging successes under the previous projects to enhance essential employability skills of deprived youth in Guangzhou and Shanghai to accommodate the labour market changes and investigate some innovative interventions to improve access to decent wage employment in urban areasthrough the improvement of existing career counselling and employment linkage services.

城市青少年发展项目由国际救助儿童会发起，旨在提升上海、广州两地弱势青少年群体的就业能力，并建立青少年就业与发展所需的支持性环境，从而提升青年就业质量。根据不同行业对青年从业者职业素养的具体要求，面向中职学校青少年、校外流动青年开展职业软技能培训。同时，通过改善现有职业指导与就业链接服务，提升青年群体的职业认知与职业定位，拓展青少年的职业选择。

In Guangzhou, the project focuses on migrant youths who are out of school to improve their employment opportunities. The project will work with youths stated as followed:

·         Migrant youth aged 16-25 (education level below diploma) who are at present, not receiving vocational education or higher education, namely out-of-school youth (OSY)

在广州，救助儿童会的城市青年发展项目聚焦于校外流动青少年，改善他们的就业前景。项目的目标青少年群体为：

·         现阶段没有在中等职业技术学校就读的16-25岁外来务工青少年（大专以下教育程度），即校外流动青少年(OSY)

Research Objectives:

Our key interest is to explore the existing carrer counselling service and offers from various agencies that satisfy the target groups’ need and contribute to a better labour integrtation of the target groups. To this end, we are planning to conduct a mapping of pathways to counsel and link youths to access decent employment with a focus on career counselling with the following objectives:

我们的主要目标是，梳理不同类型机构提供的职业咨询/生涯规划服务，及其在支持目标青少年获得更好就业机会和就业发展方面的作用。我们将以职业咨询/生涯规划服务调研为主题，梳理出目标青少年通过职业指导服务获得体面就业机会的路径。

项目计划针对在广州开展的职业咨询/生涯规划服务（career counselling/guidance）进行调研，调研具体目标如下：

1.      According to SC’s previous survey, identify and analyse potential pathways to link youths with the private sector in order to access decent employment and  the importance of career counselling.

参考救助儿童会过往调研结果，分析目标人群就业链接途径的信息，论证职业咨询在其中的重要性。

2.      Review and summarize the relevant government policies / initiatives focusing on career counselling/guidance (at both national and local government levels);

汇总整理国家和地方（广州）政府部门关于职业咨询/生涯规划的相关指导性政策文件；

3.       Identity the definitions, scopes and existing research results of career counseling / guidance in China; assess the importance of career counselling for targeted youth in (accessing, retaining and coping) different stages of career cycle

梳理国内关于职业咨询/生涯规划的定义、范围及相关调研成果，分析职业咨询/生涯规划在目标青少年职业生涯周期中不同阶段的作用；

4.      Map organizations and institutions that currently providing career counseling / guidance services (including but not limited to government, private sector, organisations, individuals, platforms etc.) and analyze them in the following dimensions:

找出目前提供职业咨询/生涯规划服务的不同类型的组织、机构（包括但不限于政府单位、商业机构、社会组织、个人、平台等）并结合以下维度进行分析：

1)      Analyze the content, methodologies, approaches, process / procedures, tools and related materials, target customers of career counselling/guidance services provided by the organisations and institutions mapped;

分析上述组织、机构所提供的职业咨询/生涯规划服务的内容、提供方式、流程/程序、辅助工具与材料、客户群体

2)      Map and analyse the content, methodologies, approaches, process / procedures, tools and related materials specifically target out of school migrant youth or migrant youth in vocational training

分析上述组织、机构面向目标校外青少年或职业学校流动青少年等群体所提供的职业咨询/生涯规划服务的内容、提供方式、流程/程序、辅助工具与材料

3)      Analyse the competencies / qualifications of the career counsellors in the organizations mapped and areas for improvement

对上述组织、机构中的咨询师的能力/资质及其需要提升的方面进行分析

4) Analyze the advantages and disadvantages of services provided by the organizations mapped and challenges they are facing.

分析上述组织、机构所提供的服务的优劣势及面临的挑战

Save the Children seeks an individual or firm to carry out a detailed career counselling mapping in Guangzhou with the primary objectives as stated above. The mapping will be conducted in parallel in a 3 months’ time frame.

救助儿童会正在寻找专业的个人或机构，按照上述基本目标，在广州进行职业咨询/生涯规划服务概况的调研。此次调研计划在3个月内完成。

Consultant Profile

申请人/机构要求

1.      Experience in consulting and/or market research

在职业咨询/生涯规划和市场调研方面具有丰富经验

2.      Familiarity with Guangzhou’s career counselling/guidance situation

熟悉广州职业咨询/生涯规划服务的状况

3.      Well-connected to career counselling/guidance associations and other platforms

与职业咨询/生涯规划行业协会，以及行业平台关系良好

4.      Excellent communication skills, research and paper writing skills

优秀的沟通能力，调研能力及报告撰写能力

5.  Give priority to who apply ‘Career couseling needs assessment’ at the same time

申请机构能同时申请救助儿童会另一项《青少年职业咨询服务需求调研》优先考虑

Key Activities

主要活动

Implementation of research activities, including but not limited to the following:

调研活动主要包括（但不限于）以下几方面：

1.      Conduct desk research to sort out and review current governmentpolicies/initiatives focusing on career counselling/guidance; to review and summarise the different definitions, scopes and existing research results of career counselling / guidance in China; to identity the relevance between career counselling/guidance and youth career development; to identity keystakeholders (in collaboration with Save the Children)

进行案头调研，汇总整理政府部门关于职业咨询/生涯规划的相关指导性政策文件，并梳理国内关于职业咨询/生涯规划的定义、范围及相关调研，分析职业咨询/生涯规划在目标青少年职业生涯周期中不同阶段的作用；初步圈定关键利益相关方 （与救助儿童会共同实施）

2.      Conduct semi-structured interviews (in collaboration with Save the Children) with key stakeholders within related government agencies,trade/industry associations, private sector and related research institutions.

与相关政府单位、商业机构、行业协会、研究机构等职业咨询/生涯规划服务提供方进行访谈（与救助儿童会共同实施）；

3.      Conduct interviews (conducted in collaboration with Save the Children) with professional career counsellors.

与不同类型的职业咨询/生涯规划服务提供方的职业咨询师进行访谈（与救助儿童会共同实施）；

4.      Clean, consolidate and analyse survey data

整理分析数据；

5.      Conduct periodic discussions with Save the Children staff

与救助儿童会进行阶段性讨论；

6.      Draft and submit research report and relevant materials.

提交调研报告及相关材料。
