超越 · 合作——基于社区视角倡导企业负责任投资研讨会 Beyond · Cooperation: Promotion of Enterprises’ Responsible Investment from the Perspective of Community 背景 Background: 在“丝路基金”呼之欲出之际，法国、英国及意大利等发达国家纷纷申请加入亚洲基础设施投资银行（AIIB）。截至目前，AIIB意向创始成员国数量已达34个。这无不彰显出中国在亚洲乃至全球的影响力，也体现着国际秩序变化过程中的多方参与。 While the Silk Road Fund is about to play its significant role, France, Britain, Italy and other developed countries have applied to join the Asia Infrastructure Investment Bank (AIIB). 34 countries are interested to join the AIIB. This highlights China's influence in Asia and even in the world. Moreover, it reflects the fact that there are multilateral participants during the improvement of the international order. 在政府和市场的双重驱动下，中国的企业也正积极“走出去”，寻求更广阔的发展空间。企业在投资过程中，一方面为东道国完善基础设施建设、推动经济发展和创造就业等方面做出了积极贡献；另一方面也在某种程度上对社区产生了负面的社会和环境影响。 Driven by both government and market, Chinese enterprises are actively ‘going out’ to seek a broader space for development. On one hand, the enterprises exert positive influence on the host countries such as improving infrastructure, boosting economic development and creating job opportunities; on the other hand, the enterprises, to some extent, have negative social or environmental influence on the community. 然而，中国“政府搭台，企业唱戏”的对外发展战略，难以有效应对企业境外投资过程中面临的复杂性社区问题和挑战。为了实现投资国与东道国的双赢，NGO参与问题解决的紧迫性日趋凸显。目前，国内外越来越多NGO正在关注和倡导中国企业的负责任投资，日本等发达国家的NGO也曾经历本国企业境外投资迅速扩张的阶段。 However, the foreign development strategy, ‘government sets up the stage and enterprises perform the show’, is difficult to effectively deal with the complexity of the issues and challenges in community faced by enterprises during their overseas investment. In order to achieve a win-win situation between the investment country and the host country, the significance of NGO participating in solving problem is emerging. At present, more and more domestic and international NGOs are paying attention or promoting the responsible investment of Chinese enterprises. The NGOs in the developed countries such as Japan have also experienced the stage of rapid expansion of overseas investment by domestic enterprises. 基于此，为了促进国内外NGO的经验学习和交流，社会资源研究所（SRI）在乐施会资助下将于4月7日（星期二）举办“超越 · 合作——基于社区视角倡导企业负责任投资研讨会”。会议将邀请多家国内外非政府组织，共同探讨NGO倡导中国企业负责任投资的有效之道，及未来可能的合作空间与方式。 Based on this, a conference named ‘Beyond · Cooperation: Promotion of Corporations’ Responsible Investment from the Perspective of Community ’ will be held in order to promote the learning and the exchange of experience among the domestic and international NGOs. Social Resources Institute (SRI), sponsored by Oxfam, will hold this conference, on 7th April.
