Background

On April 20, 2013, a devastating 7.0 magnitude earthquake struck Ya’an Prefecture, Sichuan province. Killing 196 people and injuring thousands more, over 600,000 people were displaced. On going landslides in the area due to heavy rains and aftershocks continue to disrupt relief operations. Affected populations are still struggling under the pressure to rebuild their homes and livelihoods. To respond to the disaster, Mercy Corps has designed a series of actions, intending to, in partnership with local NGOs or non-profit organizations, bring direct and effective benefits to the affected communities, and facilitate community recovery after the earthquake.

 

背景介绍

2013年4月20号，四川省雅安市发生了7.0级“芦山地震”。在这次地震中，遇难人数196人，数千人受伤，大约60万灾民居无定所。另外，由余震和强降雨造成的泥石流给各种灾后恢复和重建工作带来重重困难。整个震区的灾民们的财产至今仍旧面临着生产和生活重建的双重压力。在这种情形下，国际美慈设计并准备实施一系列长期的灾后重建项目,旨在与本土公益机构一道积极有效的共同参、推动灾后重建。

 

Program Intervention

At Mercy Corps we respond to crises, like the Lushan Earthquake, with humanitarian relief but move rapidly to recovery program. Through psychosocial education we help children work through the trauma of disaster. With investments in trainings and infrastructure, we help farming communities to rebuild and schools to reopen. However, at Mercy Corps, we also recognize the most appropriate recovery programming emerges from grassroots initiatives and local logic. Through the “Grants to Grow” Initiative, Mercy Corps aims to fund tangible, time-based, and critically needed projects by supporting the development and capacity of grassroots NGO’s through sub-grants. We will request proposals from the myriad of qualified and innovation oriented local NGO’s we have built strong relationships during our 10 year presence in Sichuan. Based on the defined selection criteria below Mercy Corps will select appropriate projects and will work to improve each NGO’s design, implementation, monitoring and evaluation, transition, and reporting capacity throughout the project cycle. With the goal of supporting local NGO’s capacity to respond more effectively during future disasters, Mercy Corps, through the support of Qualcomm Inc., will produce eight recovery projects responding to the current crisis.

国际美慈组织应对各种灾难危机，包括此次的庐山地震，及时地提供人道主义救援以及开展灾后重建工作。一方面，国际美慈组织通过心理干预等方式帮助儿童走出灾难的阴影。同时，也通过培训和硬件设施的投入，帮助当地社区重建及学校恢复运作。另一方面，国际美慈组织也认识到当地草根公益机构是灾后重建的重要力量。因此，本次“支持本土公益组织参与雅安灾区灾后恢复重建”项目，国际美慈组织旨在资助一些效果明显、满足社区迫切需求、并且能在项目规定期内完成的项目；同时，国际美慈会帮助所支持的本土机构相关能力的建设。国际美慈组织将会要求具有资质和创新能力的本土非政府组织提交项目计划书，申请机构应符合下文列出的各项条件，在项目执行的全过程中给予支持，包括项目的设计、执行、评估监测、移交过度及报告书写。借此，在美国高通公司（Qualcomm)的支持下，国际美慈致力于资助8个灾后重建项目推动灾后重建，同时提升当地本土公益组织的各项能力。

 

Thematic Areas

Actions intend to provide professional service for disaster recovery, and to tackle problems or meet specific needs of the affected communities. The actions will bring direct and tangible benefits to local communities. Scope of the projects covers, but not limited to the following areas:

1)Recovery of livelihood and rural economy;

2)Provision of professional service for the disadvantaged groups, including children, the elderly and disabled in EQ zone;

资助项目方向

庐山地震灾后恢复重建过程中的专业服务，为当地灾区或灾民解决所面临困难和问题，满足他们的需求。项目可以给当地社区带来直接、明显的社会效益，项目范围包括但不限于以下：

1)灾后生计与农村经济恢复发展；

2)灾后儿童、老人、残障人士等群体长期服务支持体系建设；

 

Eligibility & Criteria 

1)Applying organizations must be registered non-profit organizations; individuals are not eligible;

2)Non-registered non-profit organizations and individuals are encouraged to apply in partnership with registered non-profit organizations, and grant management responsibility shall fall to the registered partners;

3)Applying organizations shall directly design, plan, and implement the projects;

4)Preference will be giving to applying organizations that currently have an established presence in the Ya’an EQ zone;

5)Selected NGO’s will be expected attend 4 capacity building trainings. Housing and transportation will be covered for these events. 

6)Award amount: ¥120,000-240,000 RMB ($20,000-$40,000 USD)

Entire donor budget available for this call: ¥1,587,200 RMB ($256,000 USD) 

申请机构资质要求

1)投标者应为正式注册（民政或工商注册）的民间公益组织或其他法人机构，原则上不接受个人申请；

2)不具备法人资格的志愿者社团、社区备案的公益组织、研究机构、个人专家，不能单独参加本次项目申请，但鼓励他们与符合上述条件的机构合作;资助款须由符合上述条件的机构接受并监督管理；

3)该组织或机构能直接负责活动的设计、筹备、管理和实施；

4)该组织或机构已经在雅安灾区开展活动的优先考虑；

5)入选的非政府组织将需要参加4次能力建设培训；相关的住宿和交通费用将由国际美慈组织承担；

6)资助项目金额：12万到24万人民币；项目整体资金为159万元。

 

Time Frame

Proposal submission: September 9 - September 19, 2013

Proposal review: September 20 - September 27, 2013

Publication of the result: September 30, 2013

Project implementation: six(6) months since the contract date
