EVENT DESCRIPTION
How can human resource development (HRD) and capacity building providers in the Greater Mekong Sub-region (GMS) and ASEAN best serve regional economic integration goals in the wake of the move towards the ASEAN Economic Community 2015? Who are these capacity building organizations and what are their focus areas? What are the opportunities, challenges and ways forward for collaboration and optimal use of their respective experiences and expertise?
The Greater Mekong Sub-region (GMS) and the ASEAN community are fast moving towards regional economic integration by 2015. This integration is characterised by a single market and production base, a highly competitive economic region, a region of equitable economic development and one that is fully integrated into the global economy.
Human resource development and capacity building are among the principal areas of cooperation that are identified in the ASEAN Economic Community (AEC) Blueprint for 2015 and the Initiatives for ASEAN Integration (IAI). Given the different levels of development among ASEAN member countries, there is a need for significant technical and development cooperation to address the development divide and accelerate the economic integration of the less developed ASEAN member countries, namely Cambodia, Lao PDR, Myanmar and Vietnam (CLMV).
To date there have been limited opportunities for interested organizations to come together to discuss associated challenges and identify specific opportunities for cooperation within and among the CMLV countries.
In response, the Mekong Institute (MI) is launching the Mekong Forum with the theme “From GMS to AEC 2015: Prospects for Human Resource Development and Capacity Building in Regional Cooperation and Integration” on 12- 13 July 2011 in Khon Kaen, Thailand.
The Forum will bring together regional HRD and capacity building organizations in the GMS and other ASEAN countries and will serve as a platform for the participants to:
§ be updated on the latest developments in the AEC/IAI and identify areas of collaboration that will synergize HRD/capacity building initiatives within the AEC regional integration and cooperation framework
§ share success stories, lessons and innovative ideas in HRD that enhance regional cooperation and integration
§ enhance professional relationships, explore complementarities and partnership potentials to ensure efficient use of resources and positive impacts of capacity development initiatives.
The Forum is intended to help prepare Mekong countries to successfully integrate into the ASEAN Economic Community and to narrow development gaps in Cambodia, Lao PDR, Myanmar and Vietnam (CLMV).
Discussions and deliberations will focus on three priority HRD regional economic integration challenges as identified by the Mekong Institute and the ASEAN Secretariat:
How can the HR capacity of CLMV be enhanced to better facilitate implementation of Free Trade Agreements?
How can Small and Medium Sized Enterprises of CLMV be better integrated into ASEAN and Global Value Chains?
How can Cross-border Contract Farming Facilitation be improved and ASEAN-Good Agricultural Practices be implemented to enhance the international competitiveness of CLMV agricultural products?
WHO SHOULD ATTEND
How can Small and Medium Sized Enterprises of CLMV be better integrated into ASEAN and Global Value Chains?
How can Cross-border Contract Farming Facilitation be improved and ASEAN-Good Agricultural Practices be implemented to enhance the international competitiveness of CLMV agricultural products?
WHO SHOULD ATTEND
The Forum will be of interest to executives or senior officials of capacity building and human resource development organizations, particularly those who are engaged at the (GMS) regional level, in the areas of trade and investment facilitation, rural development, and human migration.
The Forum is targeted at governmental/intergovernmental, non-government/civil society, private and non-profit Human Resource development and capacity building organizations, research institutes, and academic institutions as well as support agencies that are providing financial and technical assistance.

The Mekong Forum will be held at the Pullman Hotel in Khon Kaen, Thailand.
REGISTRATION
To register please complete the Mekong Forum Registration Form, which is available on the MI website at www.mekonginstitute.org.
COSTS
Participants are requested to pay for their international and domestic travel expenses and accommodation. MI will cover Forum meals (tea breaks, lunch and dinner) on 12 and 13 July 2011.
