BACKGROUND 项目背景

近年来，我国在涂料环保性，特别是涂料中添加铅问题的管理方面取得了显著进展。为贯彻《“健康中国2030”规划纲要》中关于“预防和减少伤害”及“加强影响健康的环境问题治理”等目标，卫健策略拟开展一项专注于涂料及相关产品安全性的研究项目。该项目特别关注室内用涂料及相关产品中的环保问题，旨在支持涂料行业绿色发展，提高室内涂料及相关用品的安全标准，提升国内涂料行业的整体安全水平，从而减少有害物质暴露带来的潜在健康风险，改善人群健康，为环境健康风险的管理以及健康中国的持续推进提供有力支持和有价值的建议。

In recent years, China has made significant progress in addressing the issue of lead in paint. To further align with the objectives of the Healthy China 2030 Initiative, such as “Preventing and Reducing Injuries” and “Strengthening the Governance of Environmental Problems Affecting Health,” Vital Strategies plans to launch a research program focusing on the safety of paint and related products in China. This program will focus on the examining the potential toxicity of paint in China, particularly used in homes and related products, aiming to support the green development of the paint industry, minimize health risks associated with exposure to paints, and enhance safety standards across the sector. By enhancing the overall safety standards of the paint industry, the program aims to reduce exposure to environmental health risks, improve public health outcomes, and contribute to the goals set by Healthy China 2030.

OBJECTIVE & SCOPE 目标及范围

卫健策略计划通过本项目，与具备卓越研究能力和丰富实践经验的学术团队或研究机构合作，负责统筹开展家用涂料及相关产品的环保性调查、国际比较分析等工作。预计的工作范围包括但不限于以下内容:

• 研究设计：制定具有国家和省级代表性的涂料及相关产品的环保性现状研究方案，包括但不限于抽样方法、数据分析方法以及监测方法等；
• 研究方案落实：组织并实施研究计划；
• 研究结果撰写：撰写并投稿经过同行评审的学术文章，编写相关技术报告和制作幻灯片材料等。

Through this program, Vital Strategies aims to collaborate with research institutions that exhibit exceptional research capabilities and extensive practical experience. The selected team will perform research activities focused on assessing safety of paints used in household settings in China and conduct international comparative analyses. The expected scope of work includes, but is not limited to, the following:

• Research design: Develop a nationally and provincially representative cross-sectional research plan for evaluating the makeup and content of paint in China, identifying core indicators and outlining methodologies for sampling, data collection, analysis, and interpretation
• Implementation: Organize and carry out the proposed research activities.
• Dissemination of research findings: Draft and publish peer-reviewed academic papers, prepare relevant technical reports, and create presentation slides.

QUALIFICATIONS 资格要求

• 申请团队或研究机构必须能够依法在中国开展相关研究，具备必要的资质与认证，以确保项目的合法性与合规性；
• 在涂料领域、环境科学、环境流行病学等相关领域具有丰富的研究经验，包括但不限于市场调研、研究方案设计、环境样本数据收集与分析、报告和学术文章的撰写等方面；
• 具备必要的科研基础和资源支持，包括技术平台以及高素质科研人员队伍等，能够高效完成研究任务；
• 优先考虑有参与国家标准修订、与行业协会有密切合作的机构或团队，能够有效结合政策需求和行业发展趋势为项目提供支持；
• 优先考虑有国际合作与交流经验的团队，特别是在跨国项目管理、有与符合资质可进行重金属含量检测的实验室的合作经验、学术论文联合发表或国际技术转移方面有具体成果的机构。

• The candidate team must be legally qualified to conduct relevant research in China, with all required certifications and accreditations to ensure full compliance with national regulations.
• Demonstrated extensive research experience in fields such as composition of paint, environmental science, environmental epidemiology or related disciplines, including expertise in market research, research program design, environmental sample data collection and analysis, and the preparation of reports and academic publications.
• Access to comprehensive research resources, including advanced technical infrastructure and a team of skilled researchers, with the ability to efficiently carry out the required research tasks.
• Priority will be given to teams with prior experience in advising on national standards, fostering strong collaborations with industry associations, and aligning program outcomes with policy priorities and industry development trends.
• Priority will be given to teams with a strong track record in international collaboration, collaboration with qualified laboratories capable of assessing heavy metal contents in environmental samples, demonstrated by accomplishments in transnational project management, joint academic publications, or international technology transfer experiences.

SUBMISSION INSTRUCTIONS 提交材料

提交材料将包括：

• 团队介绍及团队成员的详细简历；
• 团队及成员的相关成果、论文、过往项目案例、与实验室过往合作经历等材料。
• 一封意向书，介绍您的团队在该研究领域的资质和兴趣。

所有文件的字体请统一为：中文黑体，英文Arial，小四，行间距1.15倍，段后间距为6磅。

Submission materials should include:

• A detailed introduction of the team along with CVs of all team members.
• Related outputs such as publications, past program cases and working experience with laboratories.
• A letter of interest describing your team’s qualifications and interest in this area.

The submission materials should be formatted uniformly, with Chinese text in Bold and English text in Arial, using a font size of Small Four. The line spacing should be set to 1.15 times, and the paragraph spacing should be 6 pounds.

Any partner organization must ensure that, during the application and throughout the project implementation process, it will not disclose or allow Vital Strategies to access such Data. Where such disclosure or access to Data is necessary for the performance of the project, the partner organization shall notify Vital Strategies in writing in a timely manner prior to the disclosure of and/or access to the Data, so as to enable Vital Strategies to deal with the Data in a way in compliance with applicable laws.
