

Term of Reference
1. Background
Handicap International carried out the Poverty alleviation in Shaan’xi from 2019 and found that persons with disabilities in the target communities have limited access to specialized occupational therapy services. Basic healthcare services are inaccessible to most persons with disabilities due to the lack of health information, lack of ability to travel to service center, inaccessible service center and lack of the financial means to access the services. Furthermore, people with disabilities lack understanding of how to adapt vocational tasks, vocational environments, and vocational tools/equipment to improve accessibility.
The PA project of HI cooperated with Occupation Therapy (OT) service provider to find possible solution in order to respond to the need of people with disabilities, especially for those who have limited access to rehabilitation.
2. Objective of the services
The aim of provision of services on rehabilitation and assistive devices is to bring a range of services through a mobile clinic of skilled therapist communities. The services are implemented in a personalize approach with involvement of Provincial rehabilitation hospital and local DPF. The main objectives are as follows:
The aim of the Occupational Therapy and assistive devices are:
a) Rehabilitation need assessment, develop individual rehabilitation plan, implementation of individual rehabilitation includes but not exhaustive provision of rehabilitation services and assistive products along with training on how to use those assistive products for PA project’s target beneficiaries
Conduct follow up on individual rehabilitation plan implementation and discharge the beneficiaries with post interventions outcome measures
b) Develop at least 20 case studies related to Occupational Therapy and assistive products after completion of rehabilitation services.
c) Provide supports on developing IEC materials related to occupational therapy services.
3. Location of Implementation
The Location for implementing this activity will be in target villages in both counties of Luo Nan and Lue Yang.

4. Target beneficiary
The rehabilitation and assistive devices will be provided to people with disabilities whom have the barrier in daily life, or work ability in target community that may need some type of Occupation Therapy, assistive devices support which have been identified by OT service provider and local DPF.
5. Dates of Implementation
The rehabilitation and assistive devices services will be conducted in December 2021, see below agenda of the services:
6. Role and Responsibility
To ensure the well management of the rehabilitation and assistive devices services the role and responsibilities are identified as followed:
6.1 OT service provider
1) Provide qualified OT staff base on the budget.
2) The identified staff make the selection and assessment to identify the people with disabilities who may need the support.
3) Provide assessment report.
4) Provide OT service plan based on the assessment.
5) Provide Occupation Therapy to the beneficiaries, and evaluate the treatment effect.
6) Develop the conclusion report for the Occupation Therapy program, and indicate the suggestion for the future rehabilitation service if there are needs.
6.2 Local DPF
Cooperate with Occupational Therapy service provider on people with disabilities’ selection, assessment, and Occupation Therapy and assistive devices services. Work with HI to identify the project’s need, monitor Occupation Therapy, and evaluate the project outcome.
6.3 HI local team
- Coordinate with Occupational Therapy service provider for making decisions on individual assistance/ Occupation Therapy/ assistive devises/ adaptation.
- Accompany with OT staff for beneficiaries selection, on-site therapy along with the program.
6.4 Handicap International
The PA project Manager will responsible for the overall administration, communication, organization, logistics and management aspects of the services.
Provide financial support for:
- Cost of organizing services including per-diem, accommodation, stationeries and materials, etc.
- Travel cost and per diem of hospital staff during their need selection visits
- Travel cost of person with disabilities when refer to rehabilitation and assistive devices
All expenses related to the rehabilitation, assistive devices and adaptations will be based on reality of individual case; the total cost and payment will be determined after the people with disabilities selection and assessment by the OT service provider.
7. Deliverables
7.1 Identification and rehabilitation need assessment of persons with disabilities in the targeted communities completed & data share with HI
7.2 Individual rehabilitation plan completed and share with HI
7.3 Provide Rehabilitation services includes rehabilitation session, occupational therapy session and provision of appropriate assistive products
7.4 Discharge the beneficiaries with final assessment to evaluate the treatment outcomes having 80% improvement in the function of beneficiaries received the services
7.5 Document case studies/success stories of 20 beneficiaries
7.6 Final Report on activity completion
8. Budget allocated to the service
The maximum budget available for the service is 380,000CNY. The provider’s daily fee, travel, accommodation, per-diem, and any other required materials will be covered by the service fee.
9. Submission of bids
Qualified and interested applicants should submit the following to HI.
One Proposal including the following components:
· Background and Experience of Occupation Therapy
· CVs of key Technical staff who will implement the activities as rehabilitation expert
· Proposed Methodological Approach
· Proposed Budget Plan*
· Deliverables
Note: * the applicants are required to provide two budget plans: 1) with maximum budget of 200,000 CNY for 10 beneficiaries; 2) with maximum budget of 380,000 CNY for 19 beneficiaries.
