Background

The EU and China are maintaining a wide dialogue on climate change and environmental protection issues, realising the future sustainable economic and social development. Under the EU-China Partnership on Climate Change established in 2005, one of the key objectives of the EU-China CDM Facilitation Project is to achieve sustainable development and to promote technology transfer to China through business opportunities, including via the CDM market. The renewable energy sector is one of the fields in which the EU and its officials as well as companies are very active in China traditionally. There is a huge potential for implementation of renewables in various fields, especially in the modern utilisation of biogas, biomass and landfill gas. There is potential in these fields for European companies to share the technical know-how and best practices with their Chinese partners. Since 2005, the development of CDM in China has been an important strategic point in advancing China’s renewable energy sectors. Key areas in renewable energy in China, including landfill gas, biomass and biogas, are budding sectors in CDM development and can benefit from EU’s expertise and investment.

The EU-China Environmental Business Facilitation Conference on CDM and Bioenergy is organised by the EU-China CDM Facilitation Project, with the support from the Czech Embassy representing the Czech Presidency of the EU, Delegation of the European Commission to China, Department of Climate Change of the National Development and Reform Commission, China and the European Union Chamber of Commerce in China.

Objectives and main topics

The conference aims to promote the cooperation in developing renewable energy projects, especially in the biogas, biomass energy and landfill gas sectors, through CDM as an important driving force. The conference is to provide a platform to exchange European and Chinese experiences and expertise of the biogas, biomass energy and landfill gas sectors, to explore the business opportunities for the private sector, and to facilitate greater cooperation for the future.

The conference will cover the following topics:

• Linking CDM and bioenergy development

• The development of bioenergy technologies

• Experiences and challenges of CDM and Bioenergy Projects in China, and

• Future opportunities and potential of developing bioenergy and CDM

The conference will be followed by a cocktail business dialogue, with a company/project exhibition area available for key participants and organisations.

Target audiences

The target audiences of the conference will include:

• Policy-makers and representatives from EU and China

• European bioenergy companies

• CDM and bioenergy investors, buyer agencies

• CDM consultancies and project developers

• Chinese regional CDM centres

• DOEs and AEs

• Project owners, SOEs and other industries with particular interests in CDM and bioenergy

The conference is free of charge, with funding provided by the European Union.

Languages

The languages at the conference are English and Chinese. Simultaneous interpretation will be provided.

背景

中国与欧盟在气候变化与环境保护议题上，就实现未来经济与社会的可持续性发展，一直保持广泛对话。在中欧气候变化伙伴关系框架下，中欧清洁发展机制促进项目的关键目标之一就是通过商业机会，包括CDM市场，推进对中国的技术转让并实现可持续性发展。可再生能源部门是一个在传统意义上，欧盟、欧盟的官员以及公司在中国非常活跃的领域。在可再生能源的各个领域有着巨大的实施潜力，特别是对沼气、生物质能以及垃圾填埋气的现代化利用。在这些领域，欧洲的公司能够与中方伙伴们分享技术要领和实施范例。自2005年以来，CDM在中国的发展已经成为在发展中国可再生能源部门的一个重要战略点。中国可再生能源的一些关键领域，如沼气和垃圾填埋气，是CDM发展中的新领域，并且能够从欧洲的科技与投资中受益。

中国-欧盟环保商务促进大会-CDM与生物质能源由中欧清洁发展机制促进项目主办，得到捷克驻华大使馆代表欧盟捷克轮值主席、欧盟驻中国代表团、中国国家发改委气候变化司和欧盟中国商会的支持。

会议目标与主要议题

大会旨在以CDM为重要推动力，促进中国可再生能源，特别是在沼气、生物质能源和垃圾填埋气领域的合作与发展。大会将提供一个平台以交流中国与欧盟在沼气、生物质能源和垃圾填埋气领域的经验与技术，为私人部门拓展商业机遇，并促进中欧在未来的更广泛合作。

大会将涵盖以下议题:

• CDM与生物质能源发展的联系；

• 生物质能源技术的发展；

• 开发中国生物质CDM项目的经验与挑战；

• 生物质能源与CDM的未来发展潜力与机遇。

大会还将提供一个商务洽谈酒会的机会，并为关键参与者和参与机构设立公司或项目的展台。
