 一、背景介绍

背景:        自2007年7月,在国际计划日本办公室支持下,国际计划中国办公室教育团队与陕西省教育厅合作,结合陕西学校改进项目的成功经验,在旬邑、凤翔、长武和白河县开展了农村学校改进项目。项目旨在通过尝试参与式的学校管理,以儿童为中心的教与学等方法以推动农村小学教育质量。项目将于2009年9月结束。

二、招标邀请

国际计划(中国)拟通过公开招标,寻找可以承担此项工作的专家或机构。

1. 招标名称:RSIP终期评估。

2. 投标资格:

 投标机构应合法注册,并具有开展相关专业领域工作的资格;

 投标个人应具有在社区进行调查研究的资格;

 具有开展相关专业领域研究的专业背景。

3. 投标文件:

 投标机构应提交机构注册文件、机构介绍、技术支持/能力建设既往经验介绍、对本能力建设的初步计划和预算;

 投标文件应是中文电子版。

Rural School Improvement Project (RSIP)

FINAL EVALUATION CONSULTANT

3. Purpose of the evaluation


The Rural School Improvement Project (RSIP) that started in July 2007 will complete in June 2008. The purpose of this evaluation is to analyze RSIP’s impacts on rural basic education quality, disseminate successful models, lessons learnt and future recommendations to donors, beneficiaries, local partners and outside organizations, and promote evidence-based policy making at central and local levels. The results will be disseminated to stakeholders, government officials and relevant outside practitioners in RSIP final evaluation conference as well as information dissemination in communities in project areas.

4. Project introduction (an information package of the project will be further provided by Plan education team)

The Rural School Improvement Project (RSIP), which mainly promotes community participation in school management and child-centered teaching methodology in compulsory education , started in July 2007 and is a two-year project funded by Plan’s Japan National Office. In FY08, the first phase of the project was accomplished. Due to Sichuan earthquake in May, some activities in Phase I were postponed to Phase II. And the activities in phase I reached 8,666 children and 545 teachers in 45 primary and middle schools in Xun Yi, Chang Wu, Feng Xiang and Bai He counties in Shaanxi Province.

In its second phase, SSIP adjusted its goals and objectives based on recommendations made by the Midterm Review. 

Goals:

1. Improved rural basic education quality;

2. Improved capacity of stakeholders in decision making.

Objectives:

1.1. Improved school management by adopting School Development Planning;

1.2. Improved on teacher's teaching and children’s learning skills by adopting child-development-centred teaching and learning methodology;

1.3 Introduce the outcomes and lessons learnt of project research to stakeholders to improve rural education quality;

1.4 Advocacy and Lobby to government in each level on civil society building;

2.1 Improvement on education decision making and resource allocation system by adopting participatory SDP support mechanism;

2.2 Promote the concept of civil society among stakeholders.

4. Plan of work

The consultant team will be in charge of the RSIP evaluation that consists following components and a final report: 1) Quantitative analysis of RSIP’s outcomes on improvement of school management and teachers’ capacity on child-centred teaching methodology as well as stakeholders’ awareness of the project; 2) qualitative analysis of improvement of school management and teachers’ capacity on child-centred teaching methodology as well as stakeholders’ awareness of the project; 3) quantitative and qualitative analysis of local governments’ capacities of education policy making and implementation and 4) a final report which three evaluation components are put together.

Each evaluation component will be conducted by taking the following steps.

1) RSIP’s outcomes on improvement of school management and teachers’ capacity on child-centred teaching methodology as well as stakeholders’ awareness of the project

- Design detailed research proposal and submit to Plan.

- Develop measurable indicators mainly on RSIP’s objectives. Obtain understanding of the project via relevant documents and interviews with stakeholders. Revise indicators based on inputs from consultants of relevant modules of the project. Cross-cutting themes such as child rights and gender will be taken into consideration when designing the indicators.

- Recruit and train remunerators. Cross-cutting themes such as child rights and gender will be taken into consideration when training the remunerators.

- Collect data via field work.

- Analyze data.

- Submit a report to the leading research team by May 27. 

- Present the results in RSIP final evaluation conference in the second week of March.

Deliverables:

- Final report (Chinese and English)

Reporting requirement:

- Relevant principles, approaches, methodology and report structure are described in annex below for your reference.

- The final evaluation will have Chinese and English versions.

Qualification of the research team: 

A. Expertise in quantitative program evaluation

B. Expertise in qualitative research.

C. Rich experience in researching rural China’s poverty and education issues.

D. Expertise in child psychology, basic education curriculum and pedagogy.

E. Expertise in school management, child-centred pedagogy and education policy recommendations.

F. Understanding of civil society concept.

G. Understanding of Plan and RSIP.
