Background Beijing Mercy Corps Consulting Co., Ltd. (hereafter as MC) was recently established in May 2014, aiming to provide professional and innovative solutions to our customers domestic and overseas, like foundations, corporates and NGOs. Our Services cover, but not limited to, business consulting, enterprise management consulting, marketing consulting and public relation consulting etc. Now, in order to be procedurally operational and legitimate in line with all domestic regulations, MC is offering a service contract to qualified accounting firm to help us build an accounting platform practical and contextual as appropriate. General Objectives 1, the accounting platform including, but not limited to, all procedures, principles, policies, manuals and workflows, designed shall be in compliance with in country GAAP, and abided by latest version of ASBE issued by Ministry of Treasury, and other relevant laws or regulations as well. 2, the accounting platform including, but not limited to, all procedures, principles, policies, manuals and workflows, designed shall fit well in MC’s business features and contexts. Expected Outputs 1, Capital Verification for approximately 140,000 USD. 2, Identify most value efficient accounting software. 3, Design enterprise finance policy. 4, Design cost/expenditure reimbursement procedure/flowchart 5, Design cash management policy (including risk management) 6, Design appropriate cost allocation policy. 7, Design fixed assets management policy (including consumables items) 8, Design other internal control mechanism. a) Segregations of duties guidance b) Authorized Approval Matrix (AAM) c) Budgeting/forecasting mechanism d) E-banking operational guidance e) Finance software operational guidance if necessary f) Seals management policy g) Finance staff job descriptions 9,Provide Tax Planning Solutions and one year tax issue advisory. 10, Submission of final report should be bilingual, both Chinese and English. English is indicative.
