What is the background of the program?
The EU and China are developing increasingly closer relations to lead the global transformation towards a low-carbon economy. Low-carbon development as a solution to climate change is an area for specific cooperation potential between organizations from the EU and China. To develop new partnerships for cooperation on the level of civil society, the China Association for NGO Cooperation (CANGO) and the China Civil Climate Action Network (CCAN), in cooperation with Climate Action Network Europe (CAN Europe), will in 2014 organize the 2nd China-EU NGO Exchange Fellowship on the topic of Climate Change & Low-carbon Development. The exchange fellowship is financially supported by Stiftung Mercator.
Thematic areas of cooperation of the fellowship will focus on climate change and low-carbon development. In this context the main sectors are climate change policy, sustainable urban development, renewable energy development, waste management and finance for low-carbon (urban) development. The goal of the fellowships is to establish new partnerships or deepen existing cooperation between Chinese and European environmental NGOs and think tanks. The arrangement foresees that the fellows work in the respective partner organizations in Europe and China for up to two months.
What is the structure and timeline of the exchange?
• Sep. 2014: on-arrival workshop, study tour and outreach event in China
• Sep.-Oct. 2014: European fellows work at their Chinese host organization
• Nov. 2014: on-arrival workshop, outreach and study tour in Europe
• Nov.-Dec. 2014: Chinese fellows work at their European host organization
• support the program outreach events
• Jan. 2015: participate in the internal evaluation
NOTE: The above timeline is flexible; if this timeline is not convenient for you, please indicate your preferred exchange time on your application form. We will try to make sure that all participants can attend the workshops.
The participants are strongly encouraged to jointly work on projects and explore topics of common interest. Additional activities during the exchange program organized by the host organization should include (but are not limited to):
• Organizing or enabling participation in workshops or information events on relevant topics for Chinese/European NGOs by fellows;
• Bilingual thematic articles or reports to be published in European and Chinese media and online forums or blogs;
• Exposure of Chinese and European fellows to events related climate change and low carbon development.
The exchange cost will be covered by a scholarship. It includes international return flight, visa, basic travel insurance and workshop participation as well as a living allowance for accommodation and daily expenses. The living allowance is 40 EUR or 320 RMB per day; the total amount disbursed to each participant is calculated according to the number of days he or she spends abroad as part of the exchange.
Each participating organization is asked to contribute a participation fee of 100 EUR or 800 RMB. This is to ensure commitment to the program and to facilitate any unexpected activities that are not foreseen in the budget.
Any participant who purposely fails to meet the requirements during the program needs to pay back the scholarship received.
Who can participate?
In total a maximum of 10 NGO/think tank experts (5 European, 5 Chinese) will participate in the 2014 fellowship exchange program which enables participants to spend up to two months at a European or Chinese partner organization. The applicants should have very good knowledge of English as a working language and at least 2 years of professional experience in the relevant thematic area related to climate change and low-carbon development. Minimum age for applicants is 25 years old. Previous experience with China and Europe is an advantage. As the program language is English, the applications as well as the reports should be in English too.
In order to ensure that participation in the program does not conflict with running projects, the applicants need to get support from their organization’s leader.
How to apply?
Please note that we prefer the applications to be submitted jointly by one Chinese and one European organization. If you cannot find a suitable partner organization, you can submit your individual application, and we can offer matching after having reviewed the applications.
