Save the Children in China invites proposals to produce five 2-minute videos and one 5-minute video around the theme of positive parenting.

r Proposal (RFP) is to solicit proposals from various candidate producers, conduct a fair evaluation based on criteria listed herein, and select the candidate who best represents the direction Save the Children wishes to go. 
 
Background
Save the Children in China:
Save the Children is the world's leading independent organization for children, working in 120 countries. We have been working in China since the 1980s. With over 100 staff, we're one of the largest NGOs working in China. Our work covers the poorest western areas such as the Tibetan Autonomous Region, Xinjiang Autonomous Region, Yunnan and Sichuan where we work with poor rural children, often from ethnic minorities; we also work in urban contexts like Beijing, Shanghai and Guangzhou, where domestic migrant populations are often unable to access health and education services for their children. 
 
Quick facts on positive parenting:
•   Many parents never learn to engage their children in positive and constructive ways. As a result, many Chinese children are growing up without the physical and emotional support they need to become stable, balanced, and conscientious citizens of society. 
•   Child maltreatment occurs in every country in the world, and is often based on long-held cultural practices as well as a lack of awareness about children's human rights.
•   Positive parenting is a fairly new concept in China and some parents still believe:
o   Beating children is okay and effective
o   Creativity and play does not contribute to a child's future
o   Criticism and shame are effective ways to encourage better behavior and growth
•   Given a choice, children would prefer to be disciplined in non-violent and non-humiliating ways. 
•   Corporal and humiliating punishment does not help a child to develop into an adult with self-discipline and respect for other people. Instead, it distorts sound judgment and creates anti-social behaviors. 
 
Objectives and scope of the work
The purpose of this project is as follows:
Save the Children is dedicated to making China a safe place for all children. One of the ways we achieve this goal is by promoting a culture of protection. We promote the use of positive discipline – a form of conflict resolution that does not involve violent means – in communities across China. We want to produce a series of five 2-minute videos and one 5-minute video that will send our key messaging that positive parenting is best for disciplining children. We intend to broadcast these videos next year (2015) via social media and web platforms, and hopefully through television. These videos will be part of a larger campaign to end violent and humiliating punishment of children in China. 
 
The creative direction we have in mind is to interview children from different backgrounds and ask them about their thoughts on beatings, criticism, shame, humiliating punishment, and the importance of creativity and play. The expected outcome would be that the children share thought-provoking feelings, opinions, and answers that will enlighten and open the minds of the viewers. We hope that viewers will see children as important members of society, treat them with proper respect, and respect their rights to protection from harm. We need to challenge the traditional mindset that corporal and humiliating punishment are effective ways to discipline children and introduce the viewers to the benefits and effectiveness of positive parenting.

Video approach
•   Videos should not appeal to pity or sentimentality 
•   Videos must treat and portray children with dignity
•   Demonstrate understanding from children's perspective 
•   Show that children are young but intelligent members of society
•   Show a mix of economic and cultural backgrounds
o   Filmed in 2-3 locations 
o   Urban and rural children 
o   Han Chinese and ethnic minorities (Xinjiang and Yunnan)
o   If possible, children with disabilities, left-behind children and migrant children
 
Required deliverables
1.Producers will create five 2-3 minute videos each profiling a child's experience and thoughts on child protection, positive parenting, abuse, etc. – telling the child's story 
 
2.Producers will create one 5 minute video with one main message related to Save the Children's child protection campaign – combining footage from the five short videos, with possible additional interview footage with experts on child protection  
 
3.Producers must deliver at least two edited videos by September 30, 2014. The entire project must be completed on or before November 14, 2014
 
4.Save the Children in China will arrange children and relevant experts to be interviewed
 
5.Ideally, we hope the successful bidder will be able to speak Mandarin Chinese but our staff would be able to provide language support on filming sites 
 
6.Save the Children will provide basic written profiles and biographical information of the subjects prior to arriving on location
 
7.All post-production costs and equipment expenses will be paid by the Producers 
 
Assumptions and agreements
•   The entire project must be completed on or before November 14, 2014
•   At least two videos must be edited and delivered by September 30, 2014 
•   A preliminary budget for this project has been approved
•   Vendor bids may not exceed 110,000 RMB
•   Producers will not use any footage from this project that directly involves Save the Children China in outside projects without their express written permission first
•   Producers will comply with the requirements of Save the Children's child safeguarding and other safety policies
•   Copyright to the Work within the People's Republic of China (“China”) shall be co-owned by Producers and Save the Children China
 
Request for proposal and project timeline
All proposals in response to this RFP are due no later than 5 pm CST June 27, 2014.
 
Evaluation of proposals will be conducted from June 30, 2014 until July 11, 2014. If additional information or discussions are needed with any bidders during this two-week window, the bidder(s) will be notified. 
 
The selection decision for the winning bidder will be made no later than July 14, 2014.
 
Upon notification, the contract negotiation with the winning bidder will begin immediately. 
 
Contract negotiations will be completed by July 31, 2014. 
 
Notifications to bidders who were not selected will be completed by July 25, 2014. 
Bidder proposal 
Bidders should provide the following items as part of their proposal for consideration:
•   Team profile
•   Description of experience in video production
•   Example videos produced by your team
•   Creative vision, intended style, and related ideas for these videos 
•   Draft storyboard or description of how you intend to film the interviews
•   Budget to complete the tasks described in the project scope  
•   Project management methodology and production plans
•   Timeframe for completion of the project
•   Anticipated resources you will assign to this project (total number, role, title, experience)
•   Description of your understanding of the issues around positive parenting and child protection
•   Description of experience working with and interviewing children, if applicable
 
Bidders should send both a soft and hard copy of their proposal.
