项目的背景
近年来,中国与欧洲在政治、经济以及文化上的交流越来越频繁,并影响着全球的社会与生态的发展。
 
在这个交流的过程中,公民社会扮演的角色还很有限。两个区域之间的民间组织的合作也很少。即便他们都在从事类似的议题工作,并关注相同的全球问题,从气候变化、环境保护 到可持续生产、食品安全以及社会公正。
 
随着德国亚洲基金会(Stiftung Asienhaus)与罗伯特•博世基金会 (Robert BoschStiftung) 推出的首次民间组织互换项目,这个在社会发展领域上重要的空白将被填补。
 
在这个中国民间组织互换项目下,来自欧洲和中国的14 位相关的工作议题的民间组织代表将以中欧配对的形式成为“互换伙伴”。 每年将有7 位欧洲民间组织的代表与7位中国民间组织的代表有机会互换到他们的伙伴机构的所在地去工作和学习4 至8 周的时间。

怎样申请:
申请最好由一个欧洲和中国的机构组织共同提交,其中包括一个交流项目的共同发展的意向书。请注意,联合申请更优于个人申请。

申请者要求:
参与组织
‐应该能够提供一个英文工作环境或是一个具有英语技能的联系人
‐应该提供办公桌、电脑、电话和一个可以支持交流活动的联系人
‐可以帮助办理旅行准备(申请签证,预定机票)和帮助提供住宿/寄宿家庭
参与者
‐应该能在工作中使用英语交流
‐应该有好几年的工作经验,最好是在非政府组织部门的工作经验

This first-of-its-kind exchange program gives European and Chinese NGO staff the opportunity to work and study in a Chinese or European organization for 4 to 8 weeks. The program is designed as a twinning exchange, i.e. two organizations working on similar thematic issues exchange a member of their staff. The exchange is designed to strengthen future cooperation and to facilitate the kick-off for joint projects. The NGO Twinning program is open to organizations from all thematic areas dealing with environmental and social justice.
 
Background and aims of the program
The political, economic and cultural relations between Europe and China have been growing substantially over the last few years. We consider it equally important to involve the civil societies of both regions in this process. Therefore, we advocate the establishment of trust-building relations, alliances and cooperation between civil society organizations and NGOs from Europe and China. The long-term goal of this exchange program is to obtain a better understanding of developments in both regions and to strengthen similar forces working for the promotion of civil society.
 
From China to Europe: China is becoming increasingly important for the different domains of European NGOs’ work. However, there often is a lack of access to information and know-how on engagement in the Chinese society. This NGO exchange program will channel the missing information on Chinese developments directly into important multiplier organizations in Europe.
 
From Europe to China: At the same time, Chinese NGOs will gain important insight into working methods of European NGOs. These processes will enable more Chinese NGOs, think tanks and grassroots activists to participate in international debates. The program supports professionalization and internationalization and enables organizations from both regions to develop joint visions for a better future.
 
What we offer

will be covered by the organizers (for more information on which expenses will be covered, please view: http://www.eu-china-twinning.org/application-guide/faq/  ).
However, we expect a small contribution of the participants or their organizations – this could be part of the fare for the flight-ticket, small financial contributions to living expenses or support for public transportation.
 
Additionally, the participants will be provided with preparatory workshops thematic trainings/capacity building seminars on topics relevant for their work, e.g. political and societal backgrounds of and civil society development in the respective region reflection seminars.
 
Exchange structure
·    End of August 2014: Preparatory workshop for European participants
·    September and October 2014: Exchange period for European participants in Chinese partner organizations
·Mid September 2014: Thematic workshop for European participants/preparatory workshop for Chinese participants in China
·    October to December 2014: Exchange period for Chinese participants in European host organizations
·    Beginning of November 2014: Thematic workshop for Chinese/reflection seminar for European participants in Europe
·    End of November 2014: reflection seminar for Chinese participants either in Europe or China
 
Please note:
 Visiting participants should be supported in visiting information events related to their work topics and should be provided with networking opportunities in the NGO environment
 Participants will be able to work part time for their own organization during the exchange period
 
How to apply
Applications should ideally be submitted jointly by one European and one Chinese organization including a jointly developed proposal for a topic/project for the exchange. Please note that joint applications will be preferred to single applications.
Joint application: For a joint application of a European and Chinese organization please fill in the attached application form (in English).
Application without partner organization: If you would like to apply and do not yet have an exchange partner organization in the respective other region we can assist in finding a suitable twinning organization. In this case, please fill in the form for single application/request for twinning partner search (in English)

Requirements for application
Participating organizations should:
- be able to provide an English-speaking working environment or contact person with English language skills
- be able to provide a desk, a PC and a telephone and a contact person who can support the exchange fellow
- help with the travel preparation (visa application, flight booking) and help providing accommodation/ guest families
 
Participants should:
- be able to communicate at work in English
- have several years of working experience, ideally in the NGO sector.
