Human Rights Fund Call for Proposals


Human rights are the cornerstone of human dignity, freedom and development, and form the basis for open and free societies all over the world. The Netherlands has a rich tradition of defending human rights, both at home and abroad. To implement our human rights policy effectively we have made choices in regard to the human rights priorities and target countries. (See the Human Rights Policy Paper 'Justice and Respect for All'.)
Human Rights Fund (MRF) Tender 2014-2017
Activities will mainly have to be aimed at the following categories:
protection and support for human rights defenders;
equal rights for lesbians, gays, bisexuals and transgender people (LGBT);
equal rights for women focused on political participation and prevention of violence against women;
and the following other categories:
combating the most serious human rights abuses (death penalty and torture);
promoting freedom of expression and internet freedom;
promoting freedom of religion and belief;
human rights and development;
business and human rights, including child labour.
The grants are intended for programmes set up by independent, not-for-profit civil society organisations (CSOs) with legal personality, both Dutch and international, that contribute in a result-oriented way to the promotion and protection of human rights, as specified above.
The choice of countries is based on various criteria, like the gravity of the human rights situation in relation to the thematic priorities, the opportunities in the transition countries in North Africa and the Middle East (MENA-region) and possibility to use the Human Rights Fund (MRF) effectively.

Whenever the human rights policy paper is mentioned, the Human Rights Policy Paper ‘Justice and Respect for All’ is meant.
NB: A decision has been made to extend the period in which applications have to be received by the Ministry by one week (until 6 September 2013, 12.00 hrs Dutch time). Questions handed in no later than 16 August 2013 will be answered. Criterion D.3 has changed as well, see the Human Rights Fund 2014-2017 amendment. The Model Application form MRF 2014-2017 has been adapted accordingly.
