Mercy Corps is looking for the experienced institution / consultant to carry out an assessment (tentatively in between April - June 2012)for DRR/DRRI program.

国际美慈在寻找一个合适的学术团体/顾问并通过其在2012年4-6月间实施的一系列评估工作，为其“中国乡村减灾与扶贫能力建设项目”服务。

Mercy Corps has built a strong reputation for its work in China over the last 10 years. It regularly features in local media and has gained the respect of local government and civil society as a sound implementing agency that offers first-rate resources and program results.

The “Disaster Risk Reduction Initiative- Water” program will help communities address water issues caused by climate-related hazards – drought and floods in Southern Sichuan and Central Yunnan region - by promoting a participatory approach of systematizing local/traditional knowledge. Through individual household visits, focus groups and other forms of participatory information sharing and gathering, the program will compile and document a body of traditional knowledge that exists within the communities. The program will also assist communities to mitigate negative economic impact from these hazards by introducing and promoting diversified and protective livelihood strategies.

To conduct water-related hazard assessment is the necessary method to ensure the accurate water-related disaster mitigation implementation. Mercy Corps will conduct water-related hazard assessment which executed by project team, consultant and village volunteers.

在过去十年，国际美慈在中国开展的工作为其建立了一个良好的声誉。作为一个重要的实施机构，国际美慈为受益群体提供一流的资源和项目成果，并获得了当地政府和民间社会以及媒体的极大认可。

“水与减灾项目” 旨在通过参与式的工作方法，在四川南部和云南中部地区，帮助那些受气候相关的灾害风险影响的社区解决如干旱洪涝引起的水资源问题。通过入户走访，关注群体和其他形式参与的信息分享和采集，这个项目将会把存在于社区中的传统知识编辑成文件。同时，此项目将会通过运用不同的保护性生计策略帮助社区缓解由这些灾害带来的消极经济影响。

为了确保与水资源相关的减灾措施的精确实施，国际美慈将实施一个由顾问专家、项目团队和当地志愿者组成的与水资源有关的灾害评估。

1.       Institutional bidder should have legal status with comprehensive achievements in the field of social studies in China. Individual applicants should have highly recognized degree or equivalent experiences in the social sciences  with minimum of 5 to 7 years of field experiences;

2.       Advanced research experiences and familiar with development issues related to disaster risk reduction (particularly on Water related hazard) and livelihood in Southwest China;

3.       Excellent coordination skill with local authority and stakeholders;

4.       Proficient in spoken and written English.

1.      以学术团体身份竞标的组织需要合法注册、并在社会学术领域具备一定威望。个人竞标者需在社会科学领域内有相当造诣并具备至少5-7年的田野工作经验

2.      具备丰富的研究经验，熟悉中国西南地区的与减灾（尤其是与水相关灾害）以及生计发展的相关问题

3.      具备与地方政府和利益相关方协调工作的良好技巧

4.      良好的英文读、写能力

1.       Institutional bidder should provide its legal registration documents, as well as introduction materials (such as capacity statement) ;

2.       Individual bidder should provide CVs and summary of past works in research and/or assessment & final evaluation (prefer  English version ) ;

3.       Based on the Scope of Work described below to develop assessment methodology and detail work plan;

4.       Based on the Scope of Work described below to develop a draft budget which might be used as reference of competition.

1.      学术团体投标需提供注册信息以及介绍材料（如能力介绍等）

2.      个人投标需提交简历，应包含对曾经在研究、评估领域内工作的概要介绍（英文版本尤佳）

3.      根据后附“工作范围”中的要求，制定出评估的方法和具体工作计划

4.      根据后附“工作范围”中的描述，制定出相应的预算并将其作为竞标的参考依据

Location:    Project villages in Sichuan province–Jianzhong township , Santai county and Project villages in Yunnan province- Laochang township , Huize county

工作地点：位于云南省会泽县老厂乡和四川省三台县建中乡的20个项目村组

-           Conduct water-related hazard assessment, mapping to understand local water-related vulnerability and capacity in each of the twenty target villages

-           Conduct household visits to collect local knowledge and practices. Will collect local/traditional knowledge related to water-related hazard prevention, mitigation and preparedness. This activity will also serve as a DRR promotional activity at household level to introduce each family to basic concepts of emergency preparedness and planning.

-           Conduct market-based livelihood assessment related to water vulnerability. A market-based approach will be adopted to explore potential livelihood alternatives and initiatives, and also find possible solutions to protect current ones.

1）开展与水相关的灾害评估。（项目团队、顾问专家和志愿者）绘制与水资源有关的灾害图，以便于了解20个目标村与水资源相关的脆弱性能力。

2）开展入户调查以便搜集当地的知识情况和实例。（项目团队和顾问专家将会与村志愿者一起）搜集当地应对和缓解与水资源灾害有关的传统知识。这个活动同时也会服务于DRR项目，作为一个家庭推进活动，向每个家庭介绍一些关于应灾备灾和应急计划的基本概念。

3）开展与水资源脆弱性相关的市场主导生计模式评估。采用一个以市场主导的方法来探索潜在的替代生计，同时寻找可能的解决方法来保护现有的生计模式。

-           Drawing water-related vulnerability and capacity map in 20 project communities

-           Submitting a report which includes local/traditional knowledge related to water-related hazard prevention, mitigation and preparedness. Also an overall analysis of local water-related hazard context and potential response method should be involved in the report

-           Submitting a market-based livelihood assessment report. A market-based approach will be adopted to explore potential livelihood alternatives and initiatives based on the assessment.

1）为20个项目所在社区描绘与水资源相关的脆弱性能力分析图。

2）通过入户调查，将当地应对和缓解与水资源灾害有关的传统知识汇集整理。并汇同调查过程中反应出的与水资源相关的灾害情况、隐患、应对措施分析一并整理成报告。

3）通过对项目所在社区周边的市场调查，形成对当地市场主导生计模式的评估，并在其基础上寻求潜在的替代生计以及可能的解决方案，形成报告。

 

Note: Specific assigned activities of water-related hazard assessment will be decided by service provider, the consultant will also in charge of the assessment team’s structure, division of work and logistics. And the service provider will be reporting to the program manager after the end of the assessment.

注：具体的团队人员架构、分工、物流安排将由提供此次与水有关的灾害评估工作的顾问负责。该顾问在评估工作整体结束后应向美慈项目经理提供评估报告。

Note: The Consultant will provide for all work-related travel and travel-related expenses (except for the air flight which paid by MC)
