Invitation for NGOs’ Participation in Building Capacity for Disaster Mitigation and Poverty Relief in Rural China Project
民间组织参与实施中国乡村减灾扶贫能力建设项目招标邀请
Mercy Corps is implementing Building Capacity for Disaster Mitigation and Poverty Relief in Rural China (DRR) program. Mercy Corps currently is looking for 2 reputable and experienced local NGOs to work with in Yunnan and Sichuan Provinces to conduct designed activities related to disaster risk reduction and livelihood development in 20 project villages described as below. Mercy Corps will allocate 45000 to 90000RMB to support each to be able to take their action with Mercy Corps.
国际美慈将招募云南和四川的民间组织参与和实施在云南和四川两省20个项目村开展的社区减灾扶贫项目，国际美慈将在每个省各选1家民间组织参与实施以下指定的项目活动，美慈将向每个NGO组织提供45000到90000人民币的项目资金来开展此项目。
Program Background
项目背景
Mercy Corps’ Building Capacity for Disaster Mitigation and Poverty Relief in Rural China Program will build resilience to natural disasters in Sichuan and Yunnan Provinces by building the capacity of community & government bodies that are engaged in poverty reduction and disaster risk reduction, and identifying local mitigation activities and sustainable income generating opportunities linked to risk reduction.
国际美慈开展的中国乡村减灾扶贫能力建设项目旨在通过提升社区和政府在扶贫和灾害减少方面的能力，以及增强针对灾害风险减弱的当地灾害缓解活动与可持续性收入相结合的能力，从而提升四川和云南两省对自然灾害的抗击力。
Overall Objective of DRR Program
项目总体目标:
- To build the capacities of communities to natural hazards and promote diversified and economic development by working with local civil society and government in rural southwest China。
通过与地方政府及民间社会合作增强中国西南农村社区应对自然灾害的能力并推动当地多元化的经济发展
- To ensure that vulnerable communities in Sichuan and Yunnan Provinces have built and/or strengthened livelihoods and business models to mitigate the impact of natural hazards.
在四川和云南两省的脆弱社区建成/或加强生计和商业模式，以减轻自然灾害的影响
Purpose of the Local NGO Participation
民间组织参与的目的
- To strength communication and cooperation between local authorities and NGOs in disaster reduction and poverty alleviation
加强当地政府与民间组织在减灾与扶贫领域的合作
- To increase capacity of NGOs in disaster management and poverty alleviation through participating and conducting DRR related trainings (such as community based infrastructure and non-infrastructure projects related to disaster mitigation and income generation etc.) services, according to the needs of communities.
通过民间组织参与和执行相关的减灾培训（如社区基于减灾与增收的基础设施和非基础设施项目等）以及根据社区需求提供服务的方式，从而增强民间组织在灾害管理以及扶贫领域的能力

Notes: It allows to allocate 10% of funds for organization operation fee

Criteria for Selecting Bidder
筛选投标者标准：
1. Reputable organization with legal status
拥有合法地位且声誉较好的组织
2. Should be based in Sichuan and Yunnan, preferably close to DRR/DRRI project site
驻点在云南或是四川工作，最好是靠近减灾与扶贫能力建设项目点的组织
3. Commitment to community participatory approaches to its work and ability to foster and strengthen community groups
具有很强的组织参与性与社区推动能力
4. Solid experience in small scale community level infrastructure & non-infrastructure projects, preferably recognized by local government and institutional donors
在有关社区基础设施与非基础设施项目方面有丰富的经验并被当地政府或是当地部门认可的
5. Committed to participate in this project training.
能够承诺积极参加本项目的有关活动
