国际计划(中国)拟通过公开招标,寻找可以承担此项工作的机构或个人。

Terms of Reference of CCDRR Modules Development & Teaching

以儿童为中心的减防灾教育项目”模块开发与培训

1.背景

I. BACKGROUND

儿童的脆弱性、依赖性及其在生理和情感方面的特殊需求意味着灾害会对他们造成比成人更大的影响。儿童早期的灾难经历往往导致他们长期的生理、心理问题,这些问题经常被忽略。儿童的权利,特别是参与权,在灾害发生时往往被忽视。对儿童进行减防灾教育,提升减防灾意识,以提升在紧急情况下儿童及学校、社区对儿童的保护能力是当前需要优先解决的问题。国际计划拟开展以儿童为中心的减防灾教育项目(CCDRR),通过让儿童参与到学校和社区的备灾活动,帮助学校和社区分析其面临的潜在灾害风险,提升其应对突发灾害的意识和技能。

Children\'s vulnerability, reliance on adults and special mental and physical needs means disasters might have a stronger influence on them than on adults. A traumatic disaster experience in a child’s early age tends to incur long-term mental and physical problems. Serious as it is, this issue is often neglected. Moreover, children’s rights, especially their rights to be protected tend to be ignored in disasters. Therefore, it is our priority to better protect children in emergencies through disaster risk reduction education and awareness-raising for schools and communities, as well as for children themselves. Plan China’s Child-centered Disaster Risk Reduction program (CCDRR) proposes to encourage children’s participation in disaster preparedness activities held at school and in communities. It will also help schools and communities analyze the potential disaster risks to enhance their awareness and capabilities of effective disaster response.

2.目标

II. OBJECTIVES

  提高学校及社区应对灾害的能力,帮助儿童参与决策过程,提升儿童在社区的地位。总结开发出适合中国文化与国情、高性价比、适合脆弱性高的农村地区学校和社区开展减防灾项目活动的教育模块,以方便儿童和教师使用。

    The program aims to enhance the schools and communities capability of disaster response, promote child participation in the decision-making process and raise their status. A highly-effective CCDRR teaching module that is suitable for China\'s culture and conditions will be developed for children and teachers of highly vulnerable rural schools and communities.

目标一:在陕西省西乡县及岚皋县共20所学校和部分社区层面开发“以儿童为中心减防灾教育项目”模块。

Objective One: to develop a CCDRR teaching module for 20 schools in Langao County and Xixiang County of Shaanxi Province at the community level.

目标二:增强当地政府合作伙伴、学校的减防灾意识;提高应灾能力。开展由儿童、学校、社区和政府参与的模拟减防灾演习。

Objective Two: to promote awareness of disaster preparedness and risk reduction for local government partners and schools, and to carry out DRR simulation exercises together with children, schools, communities and governments.

目标三:在CCDRR项目中提升儿童参与意识,提升儿童在应对灾害时的耐挫力、自信度和团队精神。

Objective Three: to improve children’s consciousness of participation in the CCDRR project, and help build their resilience, confidence and team spirit in disaster response.

III. EXPERT RESPONSIBILITIES


A. CCDRR 模块开发

A. CCDRR module development

国际计划将提供现有减防灾领域资料,特别是与儿童相关的减防灾资料及儿童脆弱性初步分析,供专家开发使用,专家需要充分理解该材料内容并与国际计划灾害风险管理团队深入沟通。并负责对以下资料进行开发:

Plan (China) will provide currently available DRR materials, especially those related to children, as well as the preliminary vulnerability analysis of the children as references. The expert shall fully understand the materials and have a thorough communication with Plan\'s DRM team. They will also be responsible for the development of the following materials:

• 在学校和社区层面实施的CCDRR教育模块,包括但不限于CCDRR实用操作手册,儿童减防灾活动游戏模块等。

A CCDRR teaching module to be implemented at the school and community level, including but not limited to: a practical guide of CCDRR, game modules for CCDRR activites, etc. 

• 在学校和社区层面使用的必要的减防灾宣传材料(须分种类与版面设计)。

DRR publicity materials used at the school and community level (must be category- and layout-specific)

• 供儿童观看的减防灾知识视听材料(地震、水灾、泥石流、火灾、意外伤害等)。

Audio-visual DRR materials for children (covering earthquakes, floods, landslides, fires and accidental injuries).

B. 模块预使用、项目区测试与修订

B. trial module operation in PUs and corresponding revisions

• 在定稿之前,需要将已具备雏形的、开发好的上述材料在项目区进行预测试并作以调整,以适应项目儿童和学校/社区需求。

Prior to finalizing, drafted materials should be applied to program units on a trial basis for further revision, so as to meet the needs of children and schools/communities.

• 在模块开发过程中,至少到实地进行调查一次,并进行由儿童参与的脆弱性分析(VCA, Vulnerability and Capacity Assessments);至少与国际计划和当地政府合作伙伴召开两次研讨会,听取意见和建议,互通信息与工作进展,及时解决疑惑和问题。

At least one field research and child-participated VCA is needed when developing the module; at least two workshops should be held between Plan China and local government partners for solicitation, information-sharing and progress reporting, in case of any problems and confusions.

C. 合作伙伴与教师培训

C. Trainings for the Partners and Teachers

• 对项目区的CCDRR 政府合作伙伴(包括但不限于县妇联、县教育局和项目学校校长)进行项目操作培训。

Trainings about program implementation will be provided for the CCDRR government partners at PUs (including but not limited to the women\'s federation, education bureau at the county level, and school principles of the participating schools)

• 对项目学校的骨干老师(如体育教师)进行活动模块培训。

Trainings about activity modules will be provided to the leading teachers at the participating school (e.g. PE teachers).

4. 任务目标群体

VII. QUALIFICATIONS&CAPIBILITIES

• 具有独立法人资格及教育资质的培训机构。

   The agency must be an independent legal person qualified to provide training and education service.

• 参与人员应具备8年以上教育相关专业研究或教学背景;有从事儿童相关工作的经验;对儿童心理有过深入研究;对农村儿童在减防灾领域面临的问题有深刻理解;掌握社会发展领域的工作方法和工具,能够深入到乡村工作。

   Participants must have at least 8 years of teaching or research experience related to education with previous experience of working with children; a deep understanding of child psychology; and a deep understanding about potential problems faced by children in DRR; they should be a good master of social development working methodologies and tools, and be willing to work in rural areas.

Plan has been working in China since 1995 with current operations focused in rural communities across Shaanxi Province, Ningxia Hui Autonomous Region and other rural locations across China. More recently Plan has also started working with the children of migrant families in urban locations.
