国际计划(中国)拟通过公开招标，寻找可以承担此项监理工作的机构或个人。

国际计划(中国)以儿童为中心的减防灾项目监理公开招标书

2．1 投标机构应合法注册，并具有开展相关专业领域工作的资格；

3.1 投标机构应提交机构注册文件、机构介绍，技术支持能力以及既往经验介绍

3.5需提供机构联系人的多种联系方式，以便于招标人随时与投标人进行澄清相关信息。

5. 其他：国际计划收到相关的投标文件后将确定最后的中标方，中标方需与国际计划签订服务协议。

2010年7月16日，陕西省南部的汉中、安康等地区遭受了特大暴雨袭击，持续长时间强降雨，致使这些地区遭受了百年不遇的、人力不可抗拒的特大暴雨泥石流灾害。安康市岚皋县17个乡镇36838户139986人受灾，造成直接经济损失15亿元。该县佐龙小学和红光小学的校舍和学生宿舍被泥石流严重损毁，直接威胁学生的生命安全，整个学校的教学工作面临极大困难。

国际计划作为一个以“儿童为中心”的国际非政府组织，关注灾害中儿童保护和儿童教育是我们工作重点。我们希望通过“以儿童为中心”的减防灾项目充分赋权予儿童，学校和家庭，让他们参与到影响他们学校和社区减防灾规划中来，以确保学校和社区的发展能真正反映了儿童的想法。在项目中我们会倡导儿童参与和儿童保护的理念，整合项目资源，提升儿童参与社区减灾备灾的意识，增强儿童应对灾害的技能，

从而创造一个有益于儿童成长与发展的环境。本项目将于2010年12月至2012年6月在陕西省安康市岚皋县的10所小学开展，简易校舍援建为佐龙小学、红光小学、蔺河小学 和铁炉小学。将有约4500名儿童从此项目中受益。

On July 16th, 2010, Hanzhong and Ankang of Shaanxi Province was stricken by long-lasting heavy storms, which ensued the mega landslides disaster rarely seen in recent history. The disaster affected 139986 residents of 36838 households in 17 towns in Langao County in Ankang, causing 1.5 billion RMB worth of direct losses. Zuolong Primary school and Honghuang Primary school in the county suffered from huge losses: destroyed school buildings and dorms have threatened the safety of the students and disturbed the normal teaching activities.

Plan is a child-centered INGO dedicated to promoting child protection and eduction in disasters. It is our hope that through CCDRR program, children, schools and families can be empowered and involved during the DRR planning phase, so as to make sure the development of schools and communities can reflect children\'s ideas. We advocate for child protection and participation. By consolidating program resources, we will raise children\'s awareness of participating in community DRR, enhance their capacity and create an enabling environment for their growing-up and development.

The program will be carried out from December 2010 to June 2012 in ten primary schools in Langao County, Ankang, Shaanxi. Zuolong Primary School and Hongguang Primary School will receive support for school shelters. About 4500 children will directly benefit from the program..

参与招标及施工的全过程，包括协助提供参考报价、审核招标文件、评估供货商、监督工程质量、验收等。

Participate all the bidding and implementation process, includes provide quotation reference, assist reviewing bidding document, evaluating contractors, monitoring engineer quality, inspection, etc.

一、            提供板房技术参数、报价、协助合作伙伴制作标书；Provide technical indicators and quotations of temporary shelter, assist partner making bidding document;

二、            协助审核板房设计方案；Assist reviewing temporary shelter design;

三、            协助审核招标方案；Assist reviewing bidding design;

四、            参与评标；Participate the bidding opening process;

五、            协助评估板房供货商；Assist evaluating temporary shelter contractors;

六、            监理工程进度；Supervise engineering progress;

七、            监测工程质量；Supervise engineering quality;

八、            协助验收板房；Assist inspection of temporary shelter.

提供参考报价作为标底使用，协助审核板房设计方案、招标方案、监督、检查、验收监理单位和施工单位是否按照规范要求进行施工和监督管理。

Provide quotation reference which will be used as the base price in the bidding; assist reviewing temporary shelter design and bidding design, provide surveillance, inspection and final checkup on whether the supervision unit and contractor carry out work in line with regulatory requirements.

提供参考报价作为标底使用，深入施工现场，协助制作、审核标书；参与评标；检查监理单位的工作程序是否到位，工作是否尽职尽责；施工单位的施工质量是否符合工程要求；每次检查完后，应将监理报告提国际计划国家办公室。

Provide quotation reference which will be used as the base price in the bidding; Participate the bidding opening process； go to the field, assist reviewing temporary shelter design and bidding design; inspect if the supervision unit’s work procedure meets the requirements, they take their full responsibilities and the project quality meets the requirements. An inspection report should be submitted to Plan China Country Office after each visit.

6. Working Agenda for the consultancy/ Engineering Supervision Consultancy Company

一、            在4所学校每所学校施工过程中不定期的检查3—5次，有效工作日最多不超过28个工作日，（计划时间2011年3月21日-----4月30日）

二、            到每所学校检查时间，由国办协凋。如不能协调，经国际计划批准后监理可自行前往，交通住宿实报实销。

I.                    Make 3 to 5 spot inspections casually in each of the 4 schools, the total validated work days should not exceed 28 days.(duration: Mar 21-April 30, 2011)

II.                 Dates to each of the schools will be coordinated by CO, if not, supervision engineer could go to the field by himself after Plan China’s approval, accommodation and transportation will be reimbursed to supervision engineer.

有国家建设主管单位认可的建筑工程监理工程师上岗证/工程监理咨询公司资质认可，能够出差、下乡；有丰富的监理工作经验；能有效的沟通交流，使工作达到预期目标。

Holding the construction engineer work permit/Engineering Supervision Consultancy Certificate identified by state construction management department; having the capacity for outgoing and field visit and rich supervision experience; being able to communicate effectively and reach the pre-fixed targets.

顾问费是按照顾问的实际工作天数进行支付，具体见活动验收报告。

The consultant charge is to be paid according to the actual work days, referring to the project final check up report.
