2010 Applied Small Grants Competition to Support Environmental NGO Demonstration Projects

In November 2010 the SEN (Strengthening Environmental NGOs) Project of Winrock International will begin a two-phase grant competition to select demonstration projects led by Environmental NGOs in Sichuan, Yunnan, and Guizhou Provinces. NGOs will be selected to receive grants through a competitive process. Demonstration projects are expected to increase the public’s awareness of environmental problems, showcase technical solutions, and achieve broad stakeholder support.

Grant Competition Procedures

The grant competition, beginning in November, will proceed in two phases:

Phase one: Environmental NGOs in Sichuan, Yunnan and Guizhou Provinces will submit concise, 5-page concepts describing their proposed demonstration project. After review by a panel of local experts, up to thirty concepts (10 in each province) will be selected to receive a planning grant of up to US $2,000. Planning grant recipients will have three months to assemble a multi-disciplinary team and prepare a full proposal for submission.

Phase two: Six full proposals (two for each province) will be selected by the panel to carry out the proposed demonstration project over a 12-18 month period. Support for the winning NGO will include salaries, capacity building activities, and funds for travel, communications, project assistants and other direct project costs.

Eligibility

Eligible candidates will be locally-based Environmental NGOs with their headquarters located in Sichuan, Yunnan or Guizhou Provinces. Eligible NGOs will have previously implemented at least one environmental project. Applicants must demonstrate that they have a stable staff, office and ongoing activities. Applicants should also have an independently-verified financial system for monitoring project expenses.

NGOs run by women are especially encouraged to apply.

中国西南三省(云、贵、川)环境NGO 能力建设(简称SEN


2010 温洛克国际小额拨款项目将重点放在环境保护和能力建设方面


201011月,美国温洛克国际SEN项目(环境NGO能力建设)将开展由两个阶段组成的小额拨款,计划将在云南、贵州、四川三省甄选出参加小额拨款申请的民间组织和团队,完成他们提交的关于保护环境,应对气候变化的项目申请和议题,项目的甄选过程将通过竞选评议的方式进行。示范项目预期能够提升公众对环境问题的意识,展示技术性的解决方案,并获得企业和政府部门广泛的支持和认同。


小额资助竞选流程


小额拨款计划竞标时间设定在201011月开始,申请分两个阶段:


第一阶段由云贵川三省环境NGO提交一个概念书,这个5页以内的概念书需描述机构申请项目的主题和框架。概念书经过当地专业人士组成的评委会评审后,将有30个概念书入围(每省10个),并获得两千美元的项目筹备金。概念书入围的NGO将有三个月时间组建一个综合的项目团队,并在专家的指导下撰写一个12-18个月的详细项目建议书。


第二阶段:评委会将对提交的建议书进行打分评议,最终评选出6个项目成为示范项目(每个省两个)。 小额资金支助的费用包括团队成员工资,能力建设培训活动和项目相关费用,包括差旅,宣传通讯、项目助理和其他直接的开支。


申请资格


申请小额拨款的机构须是办公地点设在云贵川三省的民间组织,并且至少执行过一个与环境保护相关的项目;申请的机构有相对固定的工作人员、办公地点和正在开展的活动;申请机构还必须具有可以被外部审计的独立财务系统。


项目也鼓励女性领导的机构提交申请
