背景介绍
1995年5月国际计划进入中国,在北京开始工作。1999年4月,国际计划中国和陕西省妇联建立了合作伙伴关系,将其办公室从北京迁往西安,开始在陕西省的5个国家级贫困县,佳县、榆林、蒲城、淳化和西乡,开展以儿童为中心的社区发展工作。2002年6月,国际计划开始在佳县进行小额信贷试点项目,项目带来了很好的成果,妇女通过金融帮助发展了他们的家庭经济,增加了家庭收入,逐渐脱贫致富。为了促进可持续的、普惠的和能够满足客户需求的金融服务的发展,为较大范围的贫困人群,特别是妇女服务,提供可以增进家庭经济安全性和对儿童有社会影响的产品和服务,国际计划和各个县的妇联在2005年、2006年在每个县注册了小额信贷协会,并确立了把5个协会转变成可持续发展的小额信贷机构的目标。到2009年10月底,协会总资产达到11,565,556元,贷款余额11,103,997元,有效客户5,753名,有效客户中96%以上为妇女。项目已经覆盖了5个项目县的21个乡镇、145个行政村、20,844个家庭和83,376的人口。累计发放了 41,738,200元贷款,累计客户 20,844,其中90%以上为妇女。40,000多名儿童从项目中受益。在过去7年中,国际计划中国已经捐赠了9,018,455元给5个协会,同时为协会的员工提供了能力建设和技术支持,为协会的可持续发展奠定了基础。目前5个协会都已经实现了运作的可持续。

The effectiveness of financial services provided by Five Microfinance Women Development Associations established by Plan International, China
1. Background
Plan China implements microfinance program in 5 nationally recognized poverty counties in Shaanxi Province: Yu Yang District, Jia Xian County, Pu Cheng County, Chun Hua County and Xi Xiang County, through its five Microfinance Women Development Associations (NGO-MFIs), one in each county, established jointly with County Women Federations in 2005 and 2006. Plan China, as board member, provides financial and technical support to associations as well as links these associations to financial market.
By October 2009, these 5 associations have disbursed RMB 41.73 M through 20,844 loans to clients. The loan portfolio of the 5 associations is RMB 11.10 M and the number of active clients is 5,753, more than 96% are women. The portfolio at risk (>30 days) is nil for all associations. The associations have 100% client’s repayment rate as compared to 90% of NGO-MFIs in China, ranking Plan associations among the best. In 2007 and 2009, five clients of the associations won the Citi Microentrepreneurship award.
Plan China’s Associations work in rural communities except Xi Xiang association which also disburses loan in semi-rural areas. By October 2009, the program covers 21 townships, 145 administrative villages, 20,844 household and 83,376 people. The loan size range RMB 1,000 to RMB 5,000 in rural areas and RMB 5,000 to RMB 10,000 in semi-rural areas. Apart from providing financial services, associations also provide nonfinancial services - information services, financial education, training on planting and animal husbandry and social activities to members.
The goal of Plan China’s microfinance programs is to provide sustainable, inclusive and client-responsive financial services to poor and low income people, especially poor women on a significant scale, to increase household economic security and impact for children. Program highly emphasizes on financial sustainability and social performance of microfinance institutions.
2. Study Objectives
The focus of the study is on the question whether and how microfinance programs of these five associations are affecting the lives of the members of microfinance programs especially their children and their households and communities. The focus is further explained through following questions:
a. Are the programmes reaching the poor and the poorest households especially with children?
b. Are the financial services provided by the five microfinance associations matches the financial needs of the poor and poorest household in an effective and efficient fashion?
c. Do Plan China’s microfinance services serve to reduce the severity of the poverty and vulnerability of participating households?
d. How the programmes strengthen the well being and rights of children in the households to nutrition, health, education, water and environmental sanitation, etc? What evidence supports the answer?
e. Does microfinance play any positive role at community level?
f. How have the roles of the different actors (rights holders, duty bearers, intermediaries and Plan) changed over time? Do these changes contribute to sustainability of microfinance?
g. Are the changes brought about by microfinance program resilient and sustainable? If not, what is needed?
3. Qualification of assessment experts
Qualification required is as follow:
Major in social science, economics or relevant sector;
Essential knowledge in social survey, focus group discussions (FGDs) and other related tools;
Knowledge and skills in data analysis and report writing;
Essential knowledge of microfinance industry and China microfinance context;
Familiar with microfinance program and operation of NGO Microfinance Institutions;
Experience in conducting evaluations of microfinance program;
Skills in gender analysis;
Proven strength in assessment planning, budgeting and implementation;
4. Deliverables (Documents should be written in both English and Chinese)
a. Assessment framework and indicators by 15 February, 2009
b. Finalization of evaluation methodology including but not limited to questionnaire, FGD, meetings with other stakeholders, etc by 20 February, 2009
c. First draft of reports in English and Chinese in publishable format in MS Word, one for each association (different sections for rural and urban and consolidated at institutional level) and one consolidated by 20th April 2010.
d. Final reports (one hard copy and one soft copy on CD) in English and Chinese in publishable format in MS Word and PDF, one for each association (different sections for rural and urban and consolidated at institutional level) and one consolidated by 10th May 2010.
5. Time period

b. Assessment methodology by 20 February, 2009
c. Field visit and other related activities e.g. FDG, meetings etc by 31 March, 2009
d. First draft of reports, one for each association and one consolidated by 20th April 2010.
