I. Background and Project Summary
Volunteerism is a powerful means of engaging people in tackling development challenges. Volunteerism can transform the pace and nature of development, and benefits both society at large and the individual volunteer by strengthening trust, solidarity and reciprocity among citizens. The 2008 Summer Olympic and Paralympics Games in Beijing have greatly promoted the development of volunteerism in China - through greater recognition, facilitation, networking and promotion of volunteerism.
Thus, under the framework of the “Strengthening Volunteerism for Development in China through the 2008 Beijing Olympics” UN-China cooperation project, the “Spring Shoots Program” seeks to create a Beijing model of excellence in Volunteerism for Development building on the 2008 Beijing Summer Olympic Games volunteer experience. The Project is a partnership between the Beijing Youth League (BYL), Beijing Volunteer Federation (BVF), China International Center for Economic and Technical Exchanges (CICETE), United Nations Volunteers Program (UNV), United Nations Development Programme (UNDP) with the aim to strengthen volunteerism and raise awareness of the contributions that volunteers can make towards sustainable development and a Xiaokang Society.
II. Volunteerism for Development Model Projects
As a sub-project of the Spring Shoots Program, the overall objective of V4D Model Projects activity is to build the capacity of 3 to 4 innovative public welfare projects and, by developing practical solutions and establishing a set of systematized procedures for the management of volunteer public welfare projects set a “model” for similar projects, thus demonstrating the value of Volunteerism for Development in Beijing and encouraging replication across China.
The Project Management Office (PMO) at the Beijing Volunteers Federation (BVF) is now inviting small-scale grassroots development projects in Beijing in one or more of the areas listed below to submit their proposals:
· Welfare of Migrant Workers
· Education of Migrant Children
· Education of Women in Poverty
· Aid to Disabled and Senior Citizens
The selected projects will receive benefit from “Spring Shoots Program”, for a 12 months period in year 2010, on:
· Volunteer and Project Management Training (provided by professional trainers)
· On-site Coaching Support (carried out by the PMO and a VSO International Development Expert, to provide overall assistance on project management, operations and outreach development)
· A Small Grant for Financial Support (the exact amount will be decided following an overall project assessment in early Dec, 2009)
The selected projects will be supported to scale up key initiatives, attain fixed objectives and reach full potential in demonstrating the value of volunteerism, so that they can become a model of excellence in Volunteerism for Development. The lessons learned and good practices will be disseminated by BVF and UNV through reports, workshops, and a media campaign across China to show how community based volunteer projects can deliver development results and to encourage replication.
III. Eligibility Criteria
To be eligible, all proposals must meet the following criteria:
1. The applicant organization must be a registered legal entity with at least two years in operation in Beijing. Individual applicants without any affiliation to a registered organization are NOT eligible to apply.
2. The proposed project must be a current existing one, which can reflect the theme of “Volunteerism for Development” (i.e., must be powered by volunteerism), provide solutions, and deliver results to address development concerns in the fields listed above. Project adopting innovative and realistic approaches/ideas in mobilizing volunteers to achieve development objectives are especially welcomed.
3. There must be demonstrated potential for scalability and replicability. Thus proposals must be clear on how the project can be effectively scaled-up in a sustainable way, and how the idea can be replicable for other organizations in other places with similar contexts.
IV. How to Apply
Please fill out the Proposal Form and submit through email to xiaolin.wang@undpaffiliates.org by Nov 27, 2009. Submissions will undergo a thorough assessment by development experts from BVF and UNV, with the technical advice of VSO. Shortlisted applicants will be contacted before Dec 1, 2009. The application deadline for the Volunteerism for Development Model Project has been postponed by two weeks to Dec,10 2009.

“通过2008年北京奥运会促进中国志愿服务发展”
志愿服务公益示范项目:建议书征集
I. 项目背景及简介
志愿精神是凝聚民众挑战社会发展目标的重要武器。它不仅能够加快发展事务的步伐,改变发展工作的性质,更能通过增进公民间的信任和团结互助而使整个社会和个体公民受益。2008年北京奥运会期间对志愿精神的认可、促进和倡导极大推动了中国志愿精神的发展。
基于中国政府与联合国“通过2008年北京奥运会促进中国志愿服务发展”合作项目框架,由北京市志愿者联合会(BVF)与联合国志愿服务组织(UNV)联合执行的“春芽计划”自2007年启动以来,一直寻求发扬2008年北京奥运会志愿精神,在北京树立志愿服务实现发展目标的典范。“春芽计划”是北京市团委(BYL)、北京志愿者联合会(BVF)、中国国际经济与技术交流中心(CICETE)、联合国志愿服务组织(UNV)和联合国开发计划暑(UNDP)的多方合作项目,旨在倡导志愿服务在实现千年发展目标、构建小康社会中所起的积极作用。
II. 志愿服务公益示范(V4D) 项目
志愿服务公益示范(V4D)项目作为“春芽计划”的一个子项目, 其总体目标在于通过3到4个公益项目的能力建设,为志愿服务公益项目探索出一套系统化且切实可行的运作管理方案,树立典型,从而倡导志愿服务价值,并带动全国类似项目的发展。
于此,春芽计划项目办公室(PMO)向北京小型草根发展组织征集如下领域的项目:
· 农民工福利
· 农民工子弟教育
· 贫困妇女教育
· 帮助残疾人及老年人
被选中的项目将在2010年的12个月中得到“春芽计划”在如下方面的帮助:
· 志愿者管理及项目管理培训(由项目办公室聘请的专业培训师提供)
· 现场指导支持(项目办公室及一名由项目办公室通过英国海外志愿服务组织所聘用的国际发展项目专家将对项目运作及管理提供现场指导和支持)
· 小额资金支持(具体数额在2009年12月初对选定项目进行整体评估后决定)
在项目办公室的支持下所选项目将得以成长,达到既定项目目标,并实现其在发展事务中体现志愿服务价值的潜力,最终成长为志愿服务公益项目典范,即V4D示范项目。在其成长过程中得到的教训及成功经验将通过报告、研讨会及媒体活动在全国范围内进行推广,为社区志愿服务项目在发展事务中所起的作用树立典范,并带动同类项目的开展。
III. 申请条件
所有申请项目需满足以下条件:
1. 申请机构需为至少在北京有两年以上项目运作经验的合法机构。与任何注册机构没有关联的个人申请不予接受。
2. 所建议项目需为已经在运营的项目,并能体现“志愿服务推动社会发展”这一主题(即通过志愿者参与实现发展目标),且工作领域在上文所列范围之内。 采用创新方式调动志愿者积极性来实现发展目标的项目将给予优先考虑。
3. 需具有明确的成长潜力和可复制性。请在建议书中明确项目如何能够以可持续的方式得到成长,以及项目概念对其它组织在类似情况下将具有何种借鉴意义。
IV. 如何申请
请完整填写项目建议书征集表格,并通过电子邮件在2009年11月27日前发送至 xiaolin.wang@undpaffiliates.org。所有申请将由BVF和UNV的发展专家进行共同评估,VSO将参与意见。入选项目将于 2009年12月1日得到通知。志愿服务公益实践项目申请截止日期延长两周,推迟至2009年12月10日。
