40332009年12月1日是第22个世界艾滋病日，今年的主题是“权益 责任 落实”。
截止2008年9月底，中国已报告艾滋病病毒感染者226403例，而估计的感染者人数是70万左右。这说明，更多的感染者还不了解自身的状况。为此，我们要积极动员全社会参与艾滋病的预防，以阻止艾滋病的蔓延。而艾滋病防治经验告诉我们，除了政府的领导力之外，来自社区组织、志愿者团体、个人、企业等各个层面的积极参与将在不同的社区、人群、社会文化背景等开展深入的防治工作，有效地传递艾滋病防治信息、倡导社会对感染者的关爱和支持。
为了动员社区参与世界艾滋病日活动，联合国艾滋病规划署（UNAIDS）和全国艾滋病信息资源网络（CHAIN）共同向社区组织发出呼吁、号召大家积极地参与到世界艾滋病日的活动中来；通过在全国艾滋病信息资源网络的网站上开设世界艾滋病日专栏（www.chain.net.cn/2009_World_AIDS_Day/），积极地推动信息分享，更好地协调社区组织的活动、提高媒体的关注和重视；了解社区的活动计划也有助于我们更好的动员资源，支持资源匮乏的社区组织!
目的：动员和支持社区参与世界艾滋病日宣传活动、促进信息分享与合作
要求：
1. 为了更好地体现今年世界艾滋病日的主题、扩大宣传效果，我们号召社区组织将促进公众与感染者对话作为活动的主旨纳入计划中。我们将优先考虑支持符合这一主旨的活动计划。附件1对如何在这一主旨下策划活动提供了指导。
2. 请在活动计划中明确活动的具体内容、产出、指标等。
3. 艾滋病日宣传活动的设计周期在2009年11月15日到12月15日期间。
4. 有意提交活动计划的社区组织，请填妥附件2中的活动计划登记表，并通过电子邮件发送至WAD.CHAIN@gmail.com 。
5. 请注意保护相关人员的隐私，例如不希望被公开的手机号码、非工作用的邮箱等联络信息，请在登记表中注明。
经费支持：联合国艾滋病规划署已经从各种渠道筹集了一部分资金，将通过全国艾滋病信息资源网络为大约15个社区组织提供支持。每个活动的支持最多不超过6000元。
筛选程序：全国艾滋病信息资源网络将会同UNAIDS、两名社区代表一起评选符合要求的活动计划。获得支持的活动计划，将在评选后5日内公布。

The 1st of December, 2009 marks the 22nd World AIDS Day, with the theme of “Universal Access and Human Rights”.
By the end of September 2008, the reported HIV infection number is 226,403 while estimated 700 thousand people are infected, which means most of them are not aware of their HIV status. Therefore, multi-sectors’ involvement in HIV prevention is critical.
Experience demonstrates that besides the strong leadership of the government, it is very effective to have the full participation of civil society organizations, individuals and the business sector in China’s HIV response.
In order to mobilize greater participation from civil society organizations, UNAIDS and CHAIN are setting up a special page for the 2009 World AIDS Day (www.chain.net.cn/2009_World_AIDS_Day/). It will function as a platform for information sharing and coordination, for wider coverage by the media, as well as a platform where civil society organizations can publicize their plans so that more resources are mobilized to support these plans.
Goals:Mobilize and support community's WAD activities
Requirements:
1. Under the WAD theme, we suggest the community to design activities with a strong target at the communication between the public and people living with HIV. Activity plans applicable to this request will take the advantage to get support. Attachment#1 includes some examples of activities to improve the dialogue between the public and people living with HIV.
2. Please mark the specific activities, outputs, indicators and so on.
3. Duration of WAD activities is from Nov. 15th, 2009 to Dec. 15th, 2009
4. Please fill in the Registration Form (attachment#2) and email it to WAD.CHAIN@gmail.com
5. Please keep in mind to protect contact person’s privacy in plans sharing, such as use of a fictitious name, avoidance from the publication of cell phones numbers.
Funding: UNAIDS has already raised some fund, which will be delivered to about 15 organizations. For each activity plan, the funding will not exceed 6000RMB.
Plans Selection:CHAIN and UNAIDS will pick up the applicable plans with the assistance from two community representatives. And the result will be publicized in 5 days.
