Project Summary项目概要：
国际计划（中国）与环保局（绿色文明办公室）及陕西省当地妇联合作，致力于在中国西部农村社区建立一个集安全饮用水供应、村民居住生活条件改善和扶贫为一体的项目模式，着眼于对相关机构进行能力建设并促进与农村社区与政府及非政府组织之间的合作以实现对环境与资源的可持续性管理以及生计水平的改善。该模式的成功可为中央政府的西部农村发展项目提供借鉴经验。
Plan（China） is designed to develop a model that integrates the safe water supplies, sanitary living conditions and poverty reduction at the community level in rural areas of West China by cooperating with Provincial Green Projcet and Local Women’s Federation, focusing on institutional capacity building and partnership between rural communities, government, and NGOs for sustainable environment and resource management and livelihood improvement. The success of this model will create policy impacts by lending experience to the rural development programs by the central government in western China.

Objects项目目标
 Safe water supply (meeting the drinking water standards set up by the Health Department of the Chinese Government) and sanitation facilities is provided in 300 communities and 200 schools;
向300个社区及200所学校提供安全水供应（达到中国卫生部的饮用水标准）及卫生设施；
 Environment and sanitation in and around the 300 communities are improved, to ensure the safety of drinking water for community members and children in schools;
提高300个社区内及其周边的环境卫生，确保社区成员及学校内的学生们用上安全的饮用水；
 Greater participation by community members and children in decision making, and resource and environment management;
社区成员及学生更深入地参与到决策、资源管理以及环境管理中来；
 Poverty reduced in the 300 communities, as a result of and, in turn, facilitating the safe water supply and sanitation improvement
减少这300个社区的贫困，反过来，作为结果，必将促进安全水供应及卫生设施项目的实施。

Duration & programme areas项目期限及项目地区：
The WES program will implemented from 2005 to 2009 in 300 communities and 200 schools in rural western China. 该供水与环境卫生（WES）项目设计于2005至2009年间在中国西部陕西省的300个社区及200所学校进行实施。

Reason for this evaluation 评估原由和目的
 To check up what the degree of project objectives achievement ; 验证项目目标实现程度。
 To improve the quality of the future project implication based on the knowledge gained from this evaluation. 根据评估所获得的信息，提高未来项目设计和实施的质量。

Output产出：
 English and Chinese evaluation report中英文评估报告。
 One-day workshop for dissemination and action plan为期一天的报告分享与行动计划的研讨会。

Plan (China) is going to search qualified expert for this job by public bidding  (consultancy agreement to be entered into).国际计划(中国)拟通过公开招标，寻找可以承担此项工作的专家(签署个人合同)。
