介绍

国际助残联盟（HI）是一个国际性非营利组织，其具体使命是支持残疾人全面融入社会。HI自1998年开始在中国开展工作。2019年，HI启动了“陕西省残疾人扶贫项目”（以下简称PA项目）。该项目与略阳县残疾人联合会（DPF）和洛南县残疾人联合会（DPF）合作实施，目的是为包括中国农村残疾人在内的家庭创造一种经济赋权模式。该项目采用个性化支持方法实施，动员项目工作人员在家庭层面提供指导和紧密的支持。

职位目标

为当地项目团队提供指导和支持，使农村地区的残疾人生计和社会融合活动顺利开展。

预期结果

•组织现场活动——与当地项目团队合作，设计和开展各种相关活动，促进残疾人在社区的生计和社会融合，包括但不限于自助小组活动、研讨会、家访、聚会等。

•辅导——为当地项目团队提供基于需求的在线辅导，以实施和监控与残疾人生计改善和社会融合相关的活动。

•案例收集——从项目中收集信息，以制定至少两个与促进残疾人生计改善和社会融合相关的良好案例。

管理及后勤安排

•顾问每月工作10天，其中至少7天在两个项目县。由于可能存在冠状病毒限制，因此需要灵活性。

•顾问将向PA项目经理和项目总监报告。PA项目经理负责顾问与HI、洛南县和略阳县当地项目团队之间的协调。顾问与HI的日常沟通将通过PA项目经理进行。

•根据与PA项目经理和当地团队的讨论，顾问将在本月25日前将其下个月的工作计划以及本月的报告提交给PA项目经理和项目总监批准。

•根据本项目预算和HI差旅政策，国际助残联盟将支付顾问前往本任务大纲中所述任务相关的两个项目县的差旅费用。

工资

•咨询顾问费为每月5000元人民币（税前）。HI将直接从咨询顾问费中扣除个人所得税。

•HI将在其月度工作计划/报告获得PA项目经理和项目总监批准后，每月将咨询顾问费转给顾问。

Background

Handicap International (HI) is an international non-profit organization with a specific mission to support the full inclusion of people with disabilities in society. HI has been operational in China since 1998.  In 2019, HI launched the 'Poverty Alleviation and Social Inclusion for People with Disabilities in Sha'anxi Province' project (hereinafter called PA project). Implemented in partnership with the Lueyang County Disabled Persons Federation (DPF) and Luonan County Disabled Persons Federation (DPF), the objective of the project is to create a model of economic empowerment for households including people with disabilities in rural China.  The project is implemented with a personalized support approach which mobilizes staff members to provide coaching and intensive individual support at the household level.

Objectives of the Consultancy

Provide guidance and support to local project teams in carrying out livelihood and social inclusion activities for people with disabilities in rural area.

Desired Outputs of the consultancy

• Organizing onsite activities – working together with local project teams to design and carry out variety of relevant activities to promote livelihood and social inclusion of people with disabilities in the communities, which include but not limited to self-help group activities, workshops, family visits, gatherings, etc.
• Coaching – providing needs-based online coaching for local project teams in implementing and monitoring the activities related to livelihood and social inclusion.
• Collecting good practices – collecting information from the project to develop at least two good practices related to promoting livelihood and social inclusion for people with disabilities

Management and Logistic Arrangement

• The consultant will work 10 days each month, of which at least 7 days will be in the two project counties. Flexibility is required due to possible Covid-restrictions.
• The consultant will report to PA Project Manager and the Operations Coordinator. PA Project Manager is responsible for the coordination between the consultant and HI, the local project teams in Luonan and Lueyang counties. The consultant’s daily communication with HI will go through PA project Manager.
• Based on discussions with the PA Project Manager and local teams, the consultant will submit his/her workplan of next month as well as the report of this month to PA Project Manager and Operations Coordinator before 25th of this month for approval.
• Handicap International will cover the consultant’s travel costs to the two project counties related to the mission described in this TOR according to this project budget and HI travel policy.

Fees and Remuneration

The consultancy fee is 5,000CNY each month (before tax). HI will deduct the individual tax directly from the consultancy fee.

HI will transfer the consultancy fee to the consultant monthly after his/her monthly workplan/report is approved by PA Project Manager and Operations Coordinator.

Consultant Qualifications

• The qualified candidate is familiar with rural area and has significant experience in organizing and carrying out community based participatory work in rural area.
• Significant experience in rural poverty alleviation.
• Preferably experienced in disability inclusion.
• Available to work 10 days per month over the course of 6 months.
• Experience in working with NGO in China.
